Senior Business Analyst, Arlington, VA (ID#13240)
Active Secret Clearance required

The Department of State’s (DOS) Information Resource Management (IRM) Messaging Systems Office (MSO) is responsible for developing, implementing, operating, and supporting all Department-wide messaging systems and services. The Office manages the integration of emerging technologies with existing and planned messaging programs, and ensures messaging services are accessible to all offices of the Department and to other Federal agencies. Serving in a technology support role, MSO seeks a contractor to provide services and work products including technical systems development, integration, configuration, testing, deployment, and technical project management support for new systems and maintenance of existing ones to ensure MSO can achieve its mission.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

Responsible for the formation and definition of project scope and objectives based on both user needs and a good understanding of applicable business systems and industry requirements.  Requires at least one year of experience supporting records management applications, and entity-based access control.  Requires certified scrum master (CSM) certification.  Builds and updates system requirements specification documents.  Manages the product backlog items that are being implemented by the engineers.  Able to interact with technical staff and work collaboratively to define technical solutions to solve business needs.

  • Conducts business analysis for new product releases and new projects including:
  • Understands the business problems / needs from business executives, product managers, operations managers and business users
  • Analyzes and documents detailed business requirements including data and non-functional requirements
  • Obtains sign-off against the business requirements
  • Communicates business requirements to development and quality assurance staff
  • Ensures traceability between business and functional requirements
  • Documents functional requirements utilizing various techniques including use cases, data flow diagrams, swim lanes diagrams, workflow diagrams, screen mock-ups, etc.
  • Validates system design against requirements
  • Reviews and validates test cases produced by the quality assurance staff
  • Understands technology solutions to business problems and communicate the solutions back to the business
  • Conducts gap analysis and downstream impact exercises for system changes
  • Services as a first point of contact for development staff to understand requirements specifically during the implementation / coding phase
  • Develops and maintains a detailed understanding of business processes and applications, customer needs and priorities. Makes suggestions on business process improvements to promote business growth and efficiency.
  • Builds and maintains relationships with key business, IT stakeholders, team members, vendors, and other departments involved in the projects, and manages expectations. Promotes a constructive, positive team environment and maintains a spirit of openness, information sharing, inquisitiveness, problem-solving, and support for our common goals.
  • Provides assistance to less junior staff members. May lead or direct the work of others.
  • Ensures compliance with Exeter’s policies & procedures, safety, state and federal laws, regulations and standards.

EDUCATION and/or EXPERIENCE

 

  • Requires at least one year of experience supporting records management applications, and entity-based access control. 
  • Requires certified scrum master (CSM) certification.
  • Must be U.S. Citizen.
  • Five (5) or more years of experience as a Business Analyst.
  • Strong analytical skills, ability to reconcile initiatives with business strategies and goals.
  • Proficient with standard business analysis, business process definition and project management concepts and tools.

KNOWLEDGE, SKILLS AND ABILITIES

  • “Minimum Active Secret SECURITY CLEARANCE LEVEL required” in order to remain eligible for employment, per contract and government requirements.”
