The mission of our client, the U.S. Treasury Department’s Financial Crimes Enforcement Network (FinCEN) is to safeguard the financial system from illicit use and combat money laundering and promote national security through the collection, analysis, and dissemination of financial intelligence, and strategic use of financial authorities.

We are seeking a Senior Classification Specialist to provide a variety of human resources (HR) services to include position classification and position management responsibilities assigned FinCEN. The purpose of this position is to identify, interpret, analyze and apply appropriate Office of Personnel Management (OPM) position classification standards in establishing and/or modifying position descriptions; determine appropriate series/title/grade of positions through comparisons with applicable OPM and/or Treasury Department position classification standards and/or guide.

**An active Secret Clearance is required**

Responsibilities:
• Classifies a variety of complex, unique and atypical positions, and prepares comprehensive evaluation of findings for various occupations.
• Develop recommendations to management on organizational design, with emphasis on appropriate organizational development principles and practices, including developing positions in a manner which will serve the organization's needs effectively and economically, providing the greatest total value to the agency.
• Reviews proposed position classification allocations, provides technical input in resolving potential conflicts with classification principles and practices, and conducts on-site, virtual or telephone position audits.
• Determines finite distinctions in the proper crediting of factor levels and ultimate allocation of title/series/grade levels to positions.
• Communicates title/series/grade distinctions to management with supporting criteria and justification; and relates position classification to the position management process and other HR programs.
• Serves as a consultant and advisor in interpreting and applying laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a range of pay administration policies, principles and practices.
• Provide comprehensive classification and position management advisory services. Advice pertains to difficult and highly contentious position classification and position management cases and issues.
• Develops and delivers briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of pay and leave administration findings and recommendations.
• Assesses and advises management on the impact of proposed reorganizations and recommends alternative position management structures when necessary and/or advisable.
• Reviews new or proposed federal and/or agency classification policies, procedures and guidelines and makes recommendations to management on the need for changes in existing policies and/or operating procedures as a result of authoritative changes from OPM and/or the Treasury Department.

Qualifications:
• A High School Diploma is required, Bachelor’s Degree in Human Resources, Communication, Business Administration or related field is preferred
• Excellent communication skills, both oral & written
• Proficiency in Microsoft Excel, Word, PowerPoint, and SharePoint
• Knowledge of general human resources practices acquired through formal education or Federal Human Resources experience.
• Must have the ability to manage multiple projects, balancing priorities and demands from the client.
• Have an understanding and familiarity with industry best practices.
• Experience independently developing position descriptions utilizing appropriate formats is a must
• Have the ability to read, interpret and analyze varied Federal documents to ensure that a well-regulated classification program is maintained.
• 8+ years of experience classifying a variety of positions up to GS-15 level. The employee shall have knowledge and experience applying applicable OPM classification laws, regulations and standards for a variety of positions up GS-15 level. FLSA and CLC experience a plus.
• An active Secret Clearance is mandatory.
