SUMMARY

Information Management Division (IMD) supports the Chairman of the Joint Chiefs of Staff by providing records governance, information management, knowledge management and business process services that preserve the corporate memory of the Joint Staff for business use and statutory compliance. Two of the three branches within IMD will be supported by this contract which includes the Records and Research Branch (RRB) and Content and Collaboration Branch (CCB).

Our client (Joint Staff) is looking for a Senior Electronic Records Specialist. The JS requires assistance with automating business processes, knowledge engineering, content sharing and collaboration. Additional assistance is required for management and oversight assistance responsibilities with reference to the JS and CCMD Records and Information Management (RIM) program supporting electronic and hard copy records creation, capture, retention, and disposition as well as records migration and technology deployment, risk assessments, applications capabilities, business requirements relating to systems architecture and configuration.

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • 4.2.1 Provide recommendations to RRB Lead that may consist of creation, design, and maintenance of web pages, workflows, sites and solutions. Liaise with Joint Staff J6 and Joint Service Provider (JSP) on capabilities.
  • 4.2.2 Conduct periodic records retention maintenance of electronic systems, applications, network products and solutions, desk side assistance for content and records management applications. Liaise with J6 on capabilities as stipulated by the COR and government leadership.
  • 4.2.3 Serve as a bridge between users and technical support to assist customers in solving complex record, document, data and information management challenges posed by movement, manipulation, archiving, and security of electronic records.
  • 4.2.4 Provide professional management and administrative support to perform effective records management services for both classified and/or unclassified records.
  • 4.2.5 Assist with the development and management of RIM portal sites. Provide technical guidance, advice, and assistance based upon JS policies and industry best practices.
  • 4.2.6 Maintain the RRB SharePoint page to include constantly revisiting and reviewing content to ensure business relevance. Customize and maintain landing page to encourage traffic and user adoption. Monitor site usage and follow up on dormancy on a regular basis. Monitor to ensure workflow and tasks are working correctly, perform ongoing research to determine SharePoint’s current and future capabilities and liaise with the J6 / JSP and RRB regarding the migration of sites when necessary.
  • 4.2.7 Coordinate requirements for developing RIM training materials with COR, and government leads.
  • 4.2.8 Conduct desk-side training as required in support of RIM initiatives and mission requirements. Ensure Action Officer (AO) training products are consistent and ensure alternate instructor can provide same level of training and instruction.
  • 4.2.9 Provide recommendations for development and maintenance of RIM programs to include goals, objectives, mission, vision, and implementation plans in a RIM strategy.
  • 4.2.10 Document and create RIM processes and Standard Operating Procedures (SOPs) as assigned.
  • 4.2.11 Identify and document processes that could be handled by capabilities and features within the JS ERM, ECM, etc.
  • 4.2.12 Engage stakeholder community to ensure successful implementation and sustainment of RIM processes and procedures.
  • 4.2.13 Perform requirements gathering, analysis, and recommendations of IT requirements change process when determined to be appropriate.
  • 4.2.14 Attend and participate in Joint RIM meetings, conferences, and seminars with JS leadership, CCMDs, and interagency to advocate RIM processes, procedures, requirements and programs in support of JS, CCMDs, and outside agencies.
  • 4.2.15 Develop customer feedback process, document feedback, recommend, and implement changes to improve customer satisfaction related to RIM activities.
  • 4.2.16 Perform archiving duties in support of RIM requirements as per Federal Records Management instructions and guidelines. Incorporate metadata elements that must accompany transfers of permanent electronic records to the National Archives.

SUPERVISORY/MANAGEMENT AUTHORITY

EDUCATION and/or EXPERIENCE

  • Education: Bachelor’s Degree in Computer Science, Business Systems Administration, or other discipline related to information systems, business processes, or mission areas and two (5) years relevant experience in employment of relevant information systems and business/mission processes.
  • Certification in applicable standards, including Information System Maturity Model and International Organization for Standardization (ISO) standards will be required as well as proven expertise in applicable statistical theories and practices

KNOWLEDGE, SKILLS AND ABILITIES

  • Personnel Security Requirements: U.S. Citizen with active TOP SECRET clearance. Contractor may need to obtain a Top Secret / Sensitive Compartmented Information (TS/SCI) clearance.
  • Familiarity with business software applications and awareness of information infrastructure capabilities needed to access information that is to be reviewed and to support the delivery of quality support services.
  • Experience: Demonstrated knowledge and/or experience working with/on the JS or DoD projects.
