Senior Environmental Cost Estimating Engineer

The Air Force Civil Engineering Center (AFCEC), headquartered in San Antonio, TX, is responsible for providing responsive, flexible full-spectrum installation engineering services. AFCEC missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, and audit assertions, acquisition and program management. The unit conducts its operations at more than 75 locations worldwide.

We are looking for a Senior Environmental Estimator to support the US Air Force’s environmental program requirements, development and analysis

 

 

Responsibilities:

 

  • Candidate will perform environmental program requirements development and environmental cost estimating for Air Force installations as well as quality assurance of both
  • Tasks include gathering environmental restoration requirements, ensuring requirements are estimable. developing environmental restoration estimates using RACER cost estimating software and Excel-based estimating tool, and ensuring cost estimates follow published standard operating procedures and established business rules
  • Review of other cost estimator’s Remedial Action Cost Engineering Requirements (RACER) estimates to ensure they align with approved requirements documents and follow established SOPs; provide mentoring of estimators
  • Summarize cost estimating changes from previous year’s estimates and defend accuracy and auditability of estimates, both in written form and in client meetings
  • Revising and presenting RACER training to internal staff and clients
  • Performing scripted and ad hoc testing of annual RACER revisions prior to public release and supporting validation of RACER technologies

 

Qualifications:

 

  • A bachelor’s degree from an accredited discipline university in Engineering, Architecture, Project Management, or Facility Management, or related field is required.
  • At least five (5) years of experience in environmental restoration accomplished under the Resource Conservation & Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).
  • Experience with the Air Force environmental restoration program is required
  • Experience conducting effective technical presentations to management and professional/tactful coordination with a variety of project stakeholders
  • Knowledge of state and federal environmental regulations, Defense Environmental Restoration Program (DERP) and Federal Acquisition Regulations.
  • Significant experience preparing environmental remediation cost estimates using RACER and reviewing peer’s estimates.
  • Experience training RACER estimators is preferred
  • Experience performing validation of RACER technologies that are new or have been updated from previous software version is preferred
  • Proficient with MS Office Suite and RACER software
  • Good organizational skills and excellent communication skills both oral and written
  • Ability to multitask and meet aggressive deadlines
  • US Citizenship and DoD government security clearance NACI required
