Senior Environmental Engineer, San Antonio, TX

The Air Force Civil Engineering Center (AFCEC), headquartered in San Antonio, TX, is responsible for providing responsive, flexible full-spectrum installation engineering services. AFCEC missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, and audit assertions, acquisition and program management. The unit conducts its operations at more than 75 locations worldwide.

 

We are looking for Senior Environmental Engineers to support the U.S. Air Force’s Environmental Restoration Account (ERA) planning, programming, budgeting and execution (PPBE) process commonly referred to as Program Requirements Development (PRD).

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide specialized advisory and assistance (A&AS) support services to the Air Force including:
  • Specialized technical support for the U.S. Air Force Environmental Restoration Account (ERA) planning, programming, budgeting and execution (PPBE) process commonly referred to as PRD.
  • Support for the PRD process is accomplished in accordance with the latest version of the PRD Guide and the Air Force's PRD estimating tool of record (Remedial Action Cost Engineering Requirements (RACER).
  • Collaborate with government project managers and technical SMEs to ensure Project Cost Estimating Assumptions Document (PCEADs) contain sufficient detail to develop auditable environmental liabilities (EL) estimates.
  • Prepare complex (EL) estimates using RACER and Excel-based spreadsheets.
  • Perform reviews of RACER and historical cost estimates to ensure they are accurate, auditable, and reproducible and mentor journeyman estimators.
  • Participate in estimate review meetings and leveling exercises with government PMs. 
  • Provide initial and refresher RACER training
  • Validate new or revised cost models in RACER using scripted and ad-hoc testing methodologies.
  • Specialized technical support encompasses Technology Transfer communication, emerging issues/emerging contaminants, critical process analysis, modeling, Green & Sustainable Remediation initiatives and laboratory proficiency testing.
  • Ensure Financial Improvement and Audit Readiness (FIAR) compliance to prepare defensible, reliable EL and program estimates.

 

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory/management authority.

EDUCATION and/or EXPERIENCE

  • A master's degree from an accredited discipline university in Engineering, Physical or Life Science, or other related field is required.
  • Minimum of ten (10) years of experience in environmental restoration accomplished under the Resource Conservation & Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).
  • A significant portion of environmental restoration experience shall be with the Air Force ERP.
  • Knowledge of state and federal environmental regulations, Defense Environmental Restoration Program (DERP) and Federal Acquisition Regulations.
  • In-depth expertise with the Air Force PRD process
  • Demonstrated knowledge of Project Cost Estimating Assumptions Document (PCEAD) development.
  • Demonstrated Expert level preparation of cost estimates using Remedial Action Cost Engineering Requirements (RACER)
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, PowerPoint), RACER and EESOH-MIS.
  • Experience in reaching out to experts/resources as needed, determining conclusions, and presenting the results in a logical and concise manner.
  • Proficiency in organizing and gathering project data, conducting analysis, preparing reports and providing recommendations.
  • Training users to develop environmental liabilities estimates using RACER.
  • Performing validation of RACER technologies that are new or have been updated from previous software version.
  • Experience interacting with state and federal environmental regulatory agencies.
  • Experience in environmental chemistry and laboratory performance evaluations.
  • Experience performing critical process analysis evaluations of remediation systems.
  • Experience modeling environmental remediation systems (fate and transport of environmental contaminants).
  • Experience working Green and Sustainable Remediation (GSR) Initiatives with United States Environmental Protection Agency (EPA).
  • Experience with assessing chemicals or materials as emerging issues/emerging contaminants.
  • Good organizational skills and excellent communication skills both oral and written.
  • Experience needs to include conducting effective technical presentations to management and professional/tactful coordination with a variety of project stakeholders.
  • Ability to multitask and meet aggressive deadlines.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • U.S. Citizenship and DoD government security clearance NACI required
