Job Title:  GEIS Senior Epidemiologist – Technical Lead(ID#14682)
Location: Silver Spring, MD

SUMMARY

The GEIS Senior Epidemiologist – Technical Lead will support the Armed Forces Health Surveillance Branch (AFHSB) Global Emerging Infections Surveillance (GEIS) section through support to infectious disease surveillance and outbreak response via the global DoD laboratory network that provides early detection, prevention and response to infectious disease threats of military relevance.

The Technical Lead will provide GEIS program coordination and oversight to ensure smooth operations of the GEIS program, including task management, establishing timelines and milestones, tracking deliverables, and team synchronization with GEIS government leadership priorities. The Technical Lead works closely with the GEIS Science Advisor to plan and strategize the scientific and programmatic aspects of the GEIS Focus Area portfolios. The Technical Lead collaborates with the Cherokee Nation Strategic Programs (CNSP) AFHSB Program Manager to ensure optimal efficiency of the services delivered.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Overarching GEIS Program Management

  • Leads the GEIS team to accomplish long-range goals and short-term objectives for the GEIS program office and the GEIS network and ensure excellence in strategic, financial, operational, tactical and organizational functions of the GEIS program.  Leadership activities include understanding and operationalizing GEIS client requests; assigning, tracking, and reviewing contractor tasks and deliverables, and maintaining and updating the GEIS business cycle.
  • Collaborates with the GEIS Science Advisor to ensure that the programmatic and scientific aspects of the GEIS Focus Area portfolios align with the overarching GEIS mission and vision as well as other relevant DoD strategies.
  • Works with Cherokee Senior Program Manager to ensure contractual compliance, superior performance and employee satisfaction.

Strategy

  • Support the review and prioritization of programmatic/focus area-specific strategies, programs, projects, and proposals to ensure alignment with overarching GEIS strategic direction, and provide recommendations on enhanced alignment and opportunities to address critical organizational gaps.
  • Collaborate with GEIS government leadership and the contract strategy expert to set the overall strategy and objectives for GEIS projects and ensure that individual project goals align with the strategy.
  • Maintain awareness of DHA policies and guidance and provide relevant updates to the team to guide activities and strategy.
  • Maintain awareness of infectious disease surveillance, bio-surveillance, and biodefense activities and policies, etc., external to AFHSB; share relevant information with the team to ensure team understanding of the broader picture of these relevant areas.

Business Support

  • Provide key support to identifying and defining process, outcome variables, and metrics, including return on investment, to assess success and failure of GEIS-funded surveillance efforts and initiatives.

Communication

  • Serve as the primary point of contact between the contract staff and the government clients; ensure tasks are clearly communicated to the contract staff and executed to meet and exceed client expectations.
  • Collaborate within AFHSB to harmonize processes across sections and ensure continuity of AFHSB operations.  
  • Support the development of publications, presentations, and timely information products based on GEIS-funded surveillance for DoD leaders and other stakeholder, in support of FHP.
  • Collaborate with Focus Area Portfolio Managers to track progress and provide updates on any changes in strategy or priorities.
  • Report to senior management on the progress of individual projects and the overall program. If necessary, contact specialists within the CNB to obtain information or request support to help project teams with difficult problems.

SUPERVISORY/MANAGEMENT AUTHORITY

  • Yes

 

EDUCATION and/or EXPERIENCE

  • Requires a Master degree in epidemiology or public health (or related field).
  • Experience supporting senior level military leadership.
  • Several years of experience managing a team of professionals.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Familiarity with the DHA and Military Health System (MHS) desired.
  • General knowledge of DoD and USG infectious disease detection, prevention, response, and surveillance, as well as DoD acquisition processes.
  • Possess excellent written and verbal communications skills.
  • Team player and collaborates well with professionals.
  • Public Trust required.
  • Must be able to obtain a Secret clearance.
