SUMMARY

The mission of our client, the U.S. Treasury Department’s Financial Crimes Enforcement Network (FinCEN) is to safeguard the financial system from illicit use and combat money laundering and promote national security through the collection, analysis, and dissemination of financial intelligence, and strategic use of financial authorities.

We are seeking a Senior Classification Specialist to provide a variety of human resource services to support the Human Resources Management Division at FinCEN. The purpose of this position is to provide classification support in establishing and/or modifying position descriptions; determine appropriate series/title/grade of positions through comparisons with applicable OPM and Treasury Department position classification standards and guidance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide classification support to a variety of complex, unique and atypical positions, and prepares comprehensive evaluation of findings for various occupations.
  • Evaluate and classify professional, administrative, and technical positions in a various occupational series up to grade level GS-15.
  • Classify position in accordance with prescribed criteria outlined in OPM position classification standards for various occupations at the GS-5 through GS-15 level based on full and current knowledge of the Office of Personnel Management’s (OPM) Position Classification Standards and updates.
  • Review proposed position description for classification, provide technical input in resolving potential conflicts with classification principles and practices.
  • Provide expert technical advice and assistance to the leadership on classification issues to resolve problems, interpret and explain classification criteria, and prepare and/or present advisory opinions on the classification of positions.
  • Applies classification standards and supplemental guidance to determine title, series, and grade.
  • Applies a thorough understanding of classification principles and concepts to interpret and adapt classification guides to secure sound decisions on positions.
  • Write succinct evaluation statements, as necessary for position descriptions developed that clearly and persuasively support the job series and grade designation of the position(s) classified; and provided information as to how a classification action was determined and the rationale behind findings in evaluation statements prepared.
  • Reviews new or proposed federal and/or agency classification policies, procedures and guidelines and makes recommendations to management on the need for changes in existing policies and/or operating procedures as a result of authoritative changes from OPM and/or the Treasury Department.
  • Serves as a advisor in interpreting and applying laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a range of pay administration policies, principles and practices.

SUPERVISORY/MANAGEMENT AUTHORITY

This position has no supervisory or management authority

EDUCATION and/or EXPERIENCE

  • Bachelor’s Degree in Human Resources, Communication, Business Administration or related field
  • 10+ years of experience classifying a variety of federal positions up to GS-15 level
  • The employee shall have knowledge and experience applying applicable OPM classification laws, regulations and standards for a variety of positions up GS-15 level.
  • Experience working with and supporting all levels of Management
  • Excellent communication skills, both oral & written
  • Proficiency in Microsoft Excel, Word, PowerPoint, and SharePoint
  • Knowledge of general human resources practices acquired through formal education or Federal Human Resources experience.
  • Experience independently developing position descriptions utilizing appropriate formats is a must
  • Have the ability to read, interpret and analyze varied Federal documents to ensure that a well-regulated classification program is maintained.

CLEARANCE

  • Current SECRET clearance required. 

WORK ENVIRONMENT

Office work exclusively with no travel.
