The Army continuously reviews and transforms the management technology (how things are done) of its business system (practices and software) within a system of systems. The Army G-8 matches available resources to the defense strategy and the Army plan through planning, developing, and resourcing programs that support Soldiers and are balanced between current force needs with future force capabilities.

Job Description:

The OASA (FM&C) Military Deputy is spearheading a strategic enterprise level effort to optimize the purchasing power of the Army. The goal is to enable the Army’s readiness at best value by increasing effectiveness and efficiency of its FM&C domain and to improve processes of collection, aggregating, analyzing and visualization of the Army’s budget execution data. This will enable the Army’s priorities by achieving readiness at best value in the most cost-effective manner.

Essential Duties and Responsibilities (Deliverables):

Includes the following (Other duties may be assigned):

  • Provide operational level support to the ASA (FM&C) Strategic Initiatives Group efforts to enable the ASA (FM&C)’s leadership priorities.
  • The contractor shall develop and maintain the Commanders Assessment and Execution Review Program (CAER). Update the CAER implementation guidance as required.
  • Evaluate and update the CAER data collection plan, coordinating the data collection from ASA (FM&) and external Army agencies. 
  • Develop and maintain the CAER dashboard template.  Coordinate with G8 Program Analysis and Evaluation on the hosting the CAER dashboard and setting up the automation of populating the dashboard from the CAER data collection plan.
  • Synchronize the CAER briefing to the USA / VCSA and the SA / CSA as directed.

 

Supervisory/Management Authority:

This position or does not have management authority or supervisory capacity.

Education and/or Experience:

Masters and 10 years of experience or BS/BA and 15 years of experience in CPI. Degree in business, finance or engineering and a minimum of 8 years of experience in Business Process Improvement, Continuous Process Improvement, etc., with at least 10 years total work experience. Applicant must have business transformation experience at the HQDA or DLA. Extensive process improvement experience may be substituted for degree requirements (20 years specific applicable experience). Experience and expertise in these areas is preferred over education and certification.

Work Environment

This position is primarily performed in an indoor, climate controlled environment.

Clearance Requirements

Candidates must be eligible for a DoD CAC and able to obtain a Secret Clearance.
