CNSP looking for a Senior Program Manager-Subject Matter Expert- On Site Lead to support the Program Management Office (PMO) at Tyndall AFB in rebuilding the base after Hurricane Michael by turning the new $3B master plan into a portfolio of ready-to-award-construction project packages.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provide organizational change management expertise to include process improvement, process mapping, strategic planning, and analysis of alternatives.
  • Candidates should have professional experience with a wealth of USAF Civil Engineer and construction management experience to provide technical leadership and client interface supporting the USAF MILCON and Facility Sustainment Restoration and Modernization (FSRM) programs in support of the Tyndall AFB rebuild effort. 
  • The candidate selected for this position will perform a broad range of program management functions and be responsible for overall program success managing our internal team and subcontractor team of professionals while managing client expectations.
  • Provide mission analysis and recommendations for future capabilities, force structure, and force development as it relates to the Tyndall PMO construction activities.
  • Provide support to organizational governance and decision support systems to include tracking and reporting on milestones, preparing senior managers for briefings, and preparing decision-ready briefing materials.
  • Ensures performance on contracted efforts by executing approved plans, controlling and reporting progress relative to the established contract cost, schedule, and quality standards and following project management standards.
  • Maintains continuous and effective communication with the customer organization to obtain a common understanding of their expectations.
  • Manages and performs direct contract financial functions including budgeting, purchasing, travel, payment approval, invoicing and receivable controls.
  • Directs and performs program personnel functions including staffing, performance and salary reviews, EEO and benefits coordination, and personnel development.
  • Recommends personnel actions to Operations General Manager for approval, including job offers, promotions, bonuses, pay changes, and disciplinary actions when required by corporate policy.
  • Monitor labor, material, and sub-contract costs and budgets.
  • Delivers contract expectations on time and within budget.

 

Supervisory/Management Authority:

  • This position will have supervisory or management authority.

Education and/or Experience:

  • Candidates must be U.S. Citizens and have an active and current DOD security clearance (NACI).
  • All selected applicants will be subject to a U.S. Federal Government security background investigation to meet eligibility requirements for access to classified information and favorably pass a pre-employment drug screen.
  • As a minimum, a Masters’ degree or PhD degree (preferred) from an accredited discipline university in Architecture, Engineering, Construction Management, or other related field is required.
  • Minimum of fifteen (15) years of construction industry experience.
  • Expertise with the USAF MILCON and FSRM programs is highly desired.
  • Professional licensure, registration, or certification is highly desirable
  • Proficiency reading and interpreting construction plans and specifications.
  • Strong written and verbal communication skills.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).

 

Knowledge, Skills and Abilities

  • Experience with Department of Defense (DOD) design and construction policies, standards, and specifications to include Facility Sustainment, Repair, Modernization, and MILCON programs.
  • Familiarity with United Facilities Codes and United Facilities Guideline Specifications.

 

Work Environment:

  • This position is primarily performed in a secured federal and/or military installation office setting, a controlled office environment as well as working outside in a construction site field environment.
