Cherokee Nation Strategic Programs is seeking a Subject Matter Expert Deficiencies Database Program Specialist to support for the Physical Security Programs management of the physical security survey platform and programs.

Essential Duties and Responsibilities:

  • Serve as a senior advisor to DS/PCD on the physical security survey application and in risk and vulnerability analysis processes for diplomatic facilities.
  • Audit and review Physical Security Surveys for completeness, compliance with format, and SECCA/DS/OSPB accuracy.
  • Coordinate with PCD Senior Subject Matter Experts and desk officers on physical security surveys submitted for Peer Review on any areas needing to be corrected.
  • Develop and maintain reporting tracking the status of global physical security survey compliance by posts.
  • Lead data integrity initiatives to ensure surveys are complete, accurate, and up to date; as well as maintain the integrity of the deficiencies database and mitigation library.
  • Lead communication efforts with Posts and the Department to ensure PCD is effectively communicating requirements in a timely and effective manner.
  • Provide training, briefings, and draft memos, cables, and papers related to this program.
  • Working with the PSP IT Solutions team, develop and maintain reporting tracking on the status of global deficiencies and collaborate with OBO to ensure DS Deficiencies Database and OBO Building Management Information Systems database are accurately reflecting each other.
  • Serve as the focal point for DS-OBO collaboration on DS Deficiencies Database and OBO BMIS de-confliction, updating, and integrity.
  • Ensure physical security surveys are published, deficiencies accurately extracted and recorded, and mitigation plans are entered and reflected in the mitigations library.
  • Ensure Departmental and Congressional reporting accurately reflects the current status of global deficiencies.
  • Propose policies, procedures, reporting, and technology solutions that improve the physical security risk management program.
  • Maintain familiarity with risk analysis processes as well as liaison to government wide experts on risk analysis. 

Supervisory/Management Authority:

  • This position will have supervisory or management authority

Education and/or Experience:

  • Bachelor degree education in a related field is preferred
  • A high School Diploma is required
  • Five (5) to seven (7) years related experience in physical security and risk Management a must
  • A combined total of (2) two years of experience in risk analysis and data analysis is required
  • Experience with DS, OSPB, and SECCA physical security requirements
  • Experience auditing critical data and demonstrated attention to detail
  • Two (2) years of experience with utilizing SharePoint 2007, or 2010 to pull metrics
  • Two (2) years of experience with utilizing various Microsoft applications such as, Word and Excel

Knowledge, Skills and Abilities:

  • Demonstrated teamwork and team building experience with those who are not direct reports;
  • Self-starter who has demonstrated they are internally motivated, take ownership of their program, can work well independently or with a team, and with minimal supervision;
  • Good interpersonal skills and an effective communicator, both orally and in writing, that can explain complex details to different audiences including policy makers, DS and OBO working level employees, computer programmers, and subject matter experts;
  • Experience drafting policy, procedures, memos, cables, and preparing reporting for executives for decision making with minimal editing required;
  • Demonstrated working knowledge of applying analytic tools and/or methods such as Power BI to fit reporting requirements
  • Excellent research skills
  • Must be a critical thinker and creative problem solver
  • Attention to detail and the ability to multi-task
  • Proficient in current Microsoft Office Suite to include Outlook, Word, Excel and SharePoint programs
  • Excellent communication skills; both oral and written
  • Have a minimum of an Active Secret Clearance is required, a Top Secret (TS) Clearance is preferred
  • Must have the ability to obtain a TS Clearance within six months of employment
  • U.S. Citizenship
  • Ability to successfully pass a drug screen and federal background check
