The National Geospatial Program provides leadership for USGS geospatial coordination, production and service activities. The Program engages partners to develop standards and produce consistent and accurate data through its Geospatial Liaison Network. Operational support is provided by the National Geospatial Technical Operations Center (NGTOC). These and other Program activities that are essential to the National Spatial Data Infrastructure (NSDI) are managed as a unified portfolio that benefits geospatial information users throughout the Nation. The NGTOC provides essential support for the USGS and the Nation in the acquisition and management of trusted geospatial data, products, and services, through world-class geospatial technical expertise and customer service. The NGTOC supports The National Map (TNM) and The National Hydrology Dataset (NHD) among other related efforts.

 

The objective of this position is to provide Derived Products development and maintenance to the USGS NGTOC. Designs, modifies, develops, writes and implements software programming applications. Supports and/or installs software applications/operating systems. Participates in the testing process through test review and analysis, test witnessing and certification of software. Requires documentation of sufficient training or education in a related domain of development and 2+ years of experience in the field or in a related area. Has knowledge of commonly used concepts, practices, and procedures within a particular field. Independent producer as part of a small team, relies on instructions and pre-established guidelines to perform the functions of the job.

 

Responsibilities:

  • Prepare, maintain, and provide documentation in the form of flow diagrams, data dictionaries, procedures, clarifications, status reports, user guides, and other written directives and documents. Disseminate, coordinate, and track development tasks among a team of programmers
  • Create and communicate clear, concise, accurate, and effective documentation of data workflows, best implementation practices, data organization, and procedures to effectively capture current and future GIS development and services on premises and in the cloud.
  • Communicate pertinent technical information both orally and in writing to customers of varying technical levels and abilities.
  •  Prepare, maintain, and provide documentation as required by the task for software development, interfaces, and job processes / procedures.
  • Provide material or presentations regarding the background and use of applications, services, tools, and systems.
  • Provide and articulate status, risks, blockers, and pending activities through routine scrum activities including scrum meetings, sprint planning meetings, and sprint review meetings
  • Create and communicate clear, concise, accurate, and effective documentation of computer programs, interfaces, and job processes and procedures for others to use and reference.
  • New and updated GIS services, applications, and other functional components related to activities development as well as associated documentation.
  • Monthly progress and status reports
  • Implement new GIS technologies (ESRI and OSS)
  • Engage and collaborate in developing technical solutions to meet requirements outlined in the annual plans
  • Publication of research results
  • Oral presentations
  • Source code versioned in the designated (GIT) Repository

Specifically:

  • Develop and implement hybrid ESRI / Open Source web tools solutions.
  • Ensure USGS visual identity is correctly placed on all web pages and adheres to Government guidelines, standards and practices, including accessibility (Section 508 where applicable) and web site usability.
  • Adhere to USGS’s goal of developing a long-term plan for “web tools” management including standards and guidelines based on ease of application maintenance, data maintenance, content approvals, and other technology-enabled benefits.

Required:

•           The sincere ability to learn and follow procedure and best-practices.

•           The ability to work well (collaboratively, professionally and responsibly) in    a small team environment.

•           General knowledge of ESRI products (ArcMap, ArcCatalog, SDE, ArcGIS Desktop/Catalog/Server/Portal),

•           General knowledge of OOP methodologies

•           Reasonable mid-level aptitude and willingness to                learn

•           Experience or familiarity with Geographic Information Systems (GIS) analysis, software, data types, formats and structures.

•           B.S. Degree in GIS, Software Engineering, Geography or related field

•           Desired: 2+ years progressively responsible development experience, coding certifications, AWS Certification / Experience

•           Portfolio examples may be requested

Programming Languages & Formats:

 

•           .Net (C#), XML, JSON, C#/ArcObjects

•           Python/ArcPy

 

API's, Libraries, & Source Control:

 

•           ArcObjects, various NuGet packages, GIT Code Repository

•           CICD – Continuous Integration, Continuous Deployment of applications using technology like GitLab CI and Cloud Formation

 

Database:

 

•           Oracle, PostgreSQL, SQL SVR.

•           Experience working with very large enterprise GIS datasets.

 

Patterns:

 

•           MVC or MVVM, General GOF pattern knowledge.

 

Desirable:

 

•           AWS Cloud knowledge/certifications.

•           Familiarity with some open source GIS software/tools.

•           Web development experience/knowledge

•           Ability and willingness to learn new technologies and skills as needed

•           Good verbal communication and collaboration

•           Good written communication

•           Confident

•           Ability to work with the clients to create and refine requirements and to form recommendations

•           What is important in this setting is the ability to translate skills into professional practices.

•           Experienced in best practices for code design, planning and architecture
