CNSP is looking for a Space ISR Portfolio Analyst to assist The Defense Intelligence Agency (DIA), The DIA provides military intelligence to warfighters, defense policymakers and force planners in the Department of Defense and the Intelligence Community, in support of U.S. military planning and operations and weapon systems acquisition. The DIA plans, manages, and executes intelligence operations during peacetime, crisis, and war.

The Space ISR Portfolio Analyst supports the JS/J2 (Intelligence) in meeting Chairman Joint Chief of Staff (CJCS) and JS/ J8 (Requirements) capability gap assessments across all Services and programs. They provide recommendations to the J2 and J8 regarding capability investments across the DoD and Intelligence Community.

The analyst will regularly coordinate with the NRO, NSA, NGA and ODN(I) on capability development and requirements. The position requires periodic review of Military Services and Combat Support Agencies programmatic and to answer CJCS questions and to assure the Joint Staff and Vice Chairman Chief of Staff (VJCS) have a full appreciation of the investments among various programs.

 

Responsibilities:

  • Provide technical and analytical support to the Joint Staff (JS)/J28 and the Battlespace Awareness Functional Capabilities Board (BA FCB.) The analyst delivers SME level experience and knowledge of ISR programs and their contribution to Imagery Intelligence (IMINT), Signals Intelligence (SIGINT) and Measures and Signatures Intelligences (MASINT) with a particular focus on space based assets
  • Will utilize experience in and knowledge of the aforementioned capabilities and program's tasking, collection, processing, exploitation and dissemination (TCPED) methods
  • Evaluate ISR capabilities and programs to assess the cost, performance, schedule and risk of associated acquisition programs being reviewed by the CJCJS, VCJCS and the JROC.
  • Make recommendations on related programs impacting DOD and ISR related portfolio and provides assessments of the potential impact of changes to the BA portfolio
  • Provide Subject Matter Expertise (SME) level support to end users within the scope of Space ISR portfolio and the Joint Requirements Process as it relates to Battlespace Awareness Functional Capabilities Board (BA FCB). 
  • Respond to end user tasking which includes reviews and assessments of Joint Capabilities Integration and Development System (JCIDS), acquisition and PPBE documentation and recommendations on related programs impacting DOD and ISR related portfolios
  • Conduct research of Capability Based Assessments (CBAs), Analysis of Alternatives (AoAs) and JCIDS documentation for adherence to the JCIDS process, content and required format.
  • Provide SME-level technical and analytical support related to Combatant Command Integrated Priority List and Capability Gap Assessment processes. Performs staffing support developing correspondences, coordinating meetings/ briefings, and writing and editing research material to support BA FCB and Joint Staff/J28. 
  • Respond orally or in written form to requests for information (RFI) utilizing SME knowledge, technical skills or research and analysis of existing data and information. 
  • Manage Joint Staff Action Processes (JSAP) and DIA Tasking. 
  • Maintain ISR SME and situational awareness by participating in ISR related communities of interest, working groups, studies, and meetings as directed. 
  • Advocate Space based capability requirements for the Combatant Commands, Services, and Combat Support Agencies.
  • Assess and advise the Joint Staff to evolutions within the Spaced Based ISR Enterprise

 

Qualifications:

  • Must hold a Bachelor’s degree; in a closely related field is preferred
  • A minimum of five (5) years related experience working in either the intelligence community or DoD staff.
  • A working knowledge of Space based ISR sensors and architectures processes
  • Battlespace Awareness (BA) Joint Capability Areas (JCA) with less emphasis placed on production
  • Department of Defense (DoD) and Intelligence Community (IC) strategic and programmatic documents
  • Conducting assessments and making associated recommendations to Senior (GO/FO) Leaders
  • Excellent communication skills; both oral and written
  • Ability to multi-task and use critical thinking
  • Proficient with MS Office Suite
  • An Active Top Secret Clearance with Poly is required
