CNSP is looking for a TARGET SYSTEMS ANAYST JUNIOR LEVEL who will provide professional intelligence full time employees (FTE) with experience in Target System Analysis (TSA) and developing target intelligence materials in accordance with Chairman, Joint Chiefs of Staff Instruction (CJSCSI) 3370.01C “Target Development Standards”. These FTE’s shall perform TSA target study, target discovery and intermediate target development (ITD) as part of a surge effort to support ongoing deliberate Joint Intelligence Operations Center Europe (JIOCEUR) target planning.

Essential Duties and Responsibilities:

  • Provide EUCOM J2-T (ECJ2-T) directed targeting requirements to identify, prioritize and develop targets for inclusions in The United States European Command (EUCOM) Joint Target Lists (JTL), Restricted Target Lists (RSL) and No-Strike Lists (NSL).
  • Participate in EUCOM Target Development Working Group Video Teleconferences (VTCs) and recurring analytical collaboration meetings with ECJ2-T and Joint Analysis Center (JAC) Target System Analysis staff.
  • Conduct periodic visits to Headquarter ECOM in Stuttgart German, Joint Analytic Center-Molesworth in the United Kingdom, Naval Forces Europe in Naples, Italy and other European and continental United States-based intelligence organizations in order to facilitate the perpetrations of TSAs and target materials in accordance with protocols reached during advance coordination.
  • Structure each TSA to support all stages of EUCOM Operations Plan (OPLAN) phases.
  • Coordinate with the contracting officers representative (COR) and approved contracting officer any ECJ2-T proposed change to the scope and production requirements associated with the development of a TSA
  • Prepare target folders in conjunction with TSA development and per the direction of the ECJ2-T Target Development Branch Chief.

Supervisory/Management Authority:

  • The incumbent of this position will not have any supervisory and/or management authority. Supervision and management will be provided by the PM

Education and/or Experience:

  • Candidates are required to be US Citizens to apply for this position
  • Candidates must have as a minimum a High School diploma and/or GED equivalent.
  • Candidates must have an active and current TS/SCI security clearance, the position does not allow for sponsorship of a security clearance.
  • Candidates will be subject to a US federal government background investigation and favorably pass a drug screen
  • Candidates must be in possession of a valid US Passport whose expiration date is at least One Year from the date of employment.
  • Candidates will be required to travel both domestically and internationally at least 15% of the time.
  • Candidates must have as a minimum of Three (3) years of research, analytical and targeting experience and sufficient writing skills to attain validation of the TSA-related documents with only minor grammatical corrections


Knowledge, Skills and Abilities

  • Knowledge of and ability to perform all work in accordance with Chairman, Joint Chiefs of Staff Instruction (CJSCSI) 3370.01C Target Development Standards, European Command Memorandum (ECM) 3303.01 EUCOM Targeting and ICD 203 IC Analytical Tradecraft Standards.
  • Knowledge of and ability to follow guidelines and terminology defined in the JIOCEUR Analytical Center Memo for Record, dated: 1 March 2019, subject: TSA Production Standards.
  • Ability to perform a minimum of four (4) TSAs during the period of performance.

  • This position is primarily performed in a secured federal office setting, a controlled office environment
