The Department of State’s (DOS) Information Resource Management (IRM) Messaging Systems Office (MSO) is responsible for developing, implementing, operating, and supporting all Department-wide messaging systems and services. The Office manages the integration of emerging technologies with existing and planned messaging programs, and ensures messaging services are accessible to all offices of the Department and to other Federal agencies. Serving in a technology support role, MSO seeks a contractor to provide services and work products including technical systems development, integration, configuration, testing, deployment, and technical project management support for new systems and maintenance of existing ones to ensure MSO can achieve its mission.

We are seeking A/AN Technical Project Manager to support the efforts at the Department of State.



  • Responsible for the technical implementation of the FOIA COTS solution.  This person serves as a primary point of contact for all technical delivery services pertaining to the FOIA COTS implementation.  Develops detailed work plans, schedules, project estimates, resource plans, and status reports related to the technical implementation.  Manages the integration of vendor tasks and tracks and reviews vendor deliverables.  Able to perform to responsibilities utilizing agile processes, while supporting customization/configuration of COTS, open source software, and custom development. 

Required Qualifications:

  • Provisioning/Managing Azure Resources; demonstrates the ability to migrate applications and data to the Microsoft Azure cloud.  Has experience with a) establishing a cloud infrastructure to provide the necessary technical and functional requirements required by the customer, b) coordinate and execute all appropriate tests and certifications and c) establishment of self-service cloud O&M procedures
  • Data Migration; demonstrates the ability to a) coordinate the modeling of multi-system data, b) integrate structured and unstructured data into a single data model, c) coordinate the establishments of API’s to achieve inter-system connections and d) manage ETL activities
  • System Testing; demonstrates the ability to coordinate processes, procedures and automated tools necessary to execute all appropriate technical, functional and security tests.
  • System Certification; demonstrates the ability to coordinate processes and procedures necessary to certify “requirements compliance” of a system hosted in the cloud.
  • Legacy–> FOIAXpress Cutover; demonstrates experience with FOIAXpress and implementation of it in a cloud environment
  • Steps to attain ATO; demonstrates the understanding of the processes and procedures necessary to achieve an “Authority to Operate” from an approved accrediting organization.
  • Logging, Auditing, Monitoring, Alerting, reporting on Azure; demonstrates experience with coordinating each of the LAMAR requirements above.
  • Decision Facilitation and Complex Communication Coordination; demonstrates the ability to coordinate multiple teams on the project including a data team, application development, API development, workflow development, training, security and other teams.
  • Stakeholder/User Engagement Plan; demonstrates ability to a) manage a highly “inclusive” project with multiple stakeholders, b) facilitate understanding and buy-in for geographically dispersed stakeholders, c) establish an on-going O&M program to train and support users nationwide.
  • Problem Solver; ability to identify and proactively facilitate resolution to a) technical, functional and security issues and b) project plan’s tasks, assignments and schedules.
  • Risk Management; demonstrates ability to coordinate a value-added risk management program for a highly complex IT system automation project.

  • “Active Top Secret SECURITY CLEARANCE LEVEL required” in order to remain eligible for employment, per contract and government requirements.”
