Towers Leasing Specialist – Euless, Texas (ID# 14168)


This position supports the U.S. Customs and Border Protection (CBP), Office of Administration (OA), and Facilities Management and Engineering Directorate (FM&E). The Towers Leasing Specialist is responsible for the real estate and facilities management of wireless communications sites and Remote Video Surveillance Systems (RVSS) across the nation.


Includes the following:

  • Create and manage lease procurement processes in accordance with the General Services Administration (GSA) Federal Acquisition Regulations authorized under GSA Delegation of Authority
  • Prepare Lease Check List as a guideline for full lease documentation compliance including updated Lease Abstracts for each communication site
  • Serve as primary point of contact for the Tower Leasing Program management on lease payments and lease adjustments inquiries
  • Solicit and review proposals for “fair & reasonable” leasing of tactical communication tower sites or land allowing for the installation of tactical communication tower sites
  • Prepare cost market analysis of real property rental evaluations supporting fair and reasonable leasing rates in competitive communication tower markets
  • Manage new lease acquisition for succeeding and successive lease actions in conjunction with contracting officer overview
  • Establish leasing requirement dialog with property owners for new/renewal strategies for communication sites
  • Assist lessors registration with Systems Award Management (SAM) as a government vendor assisting in securing banking information and certifications as required
  • Prepare Supplemental Lease Agreements (SLA) to document change of ownership or terms/condition of existing lease contracts
  • Demonstrate oral and written communications skills conveying leasing activities and reporting methods in presentation form to CBP Contracting Officer for review and input
  • Prepare Independent Government Cost Estimates (IGCEs) as required for Contracting Officer Representative (COR) review
  • Initiate and coordinate environmental review of each leasing action in accordance with the National Environmental Policy Act
  • Understanding of federal asset disposal process guidelines in accordance with General Services Administration regulations
  • Perform, coordinate and report Civil Inventory Asset Control with CBP Office of Information and Technology (OIT) Field Support for CBP owned telecommunication sites
  • Prepare lease documents for review by the Office of Chief Counsel as needed
  • Gather engineering analysis from prospective Lessors on towers for Office of Information Technology TALMEC Division Wireless Services Program Division (WSPD) for review and approval
  • Manage lease payments to Lessor through the creation of purchase requests and purchase orders
  • Reconcile any lease payment issues between lessors and financial department
  • Act as interagency liaison for co-location agreements
  • Resolve maintenance issues with Field Support for leased sites by coordinating needed repairs with the owner of the leased tower
  • Provide notification of lease terminations and end of service requirements to CBP Utility Group
  • Coordinate utility requests from OIT Field Support with CBP Utility Group
  • Ensure proper Border Patrol & Air and Marine (BPAM) POC is made aware of any maintenance issues for CBP owned equipment
  • Document and Record Management
  • Prepare report on Civil Inventory Asset Control with CBP field support of real property for government owned telecommunication sites
  • Input and maintain current lease information and upload lease and contract documents into TRIRIGA
  • Maintain SAP accounting disbursements for pre-obligated rental funding
  • Assist in the preparation of fiscal year projected rental budgets



  • Minimum education/degree requirements: Bachelor’s Degree in related field
  • 8+ years total relevant real property work experience
  • Previous Government Contracting experience preferred
  • Experience in real estate and leasing property management
  • Project Management experience in tower construction and or general construction trades (hvac/electrical etc.)
  • Experience in SharePoint, SAP, FITT, WMS and TRIRIGA (or their replacements) preferred
  • Experience working in all MS Office applications
  • Cost and pricing analysis experience
  • Project Management experience preferred
  • Excellent oral and written communication skills
  • Recent/current CBP experience with BPFTI, BPAM, and/or FM&E is highly desired


  • Knowledge of general accounting principles
  • Knowledge of Federal Acquisition Regulations (FAR) and General Services Acquisition Regulations (GSAR)
  • Understanding of GSA Delegation of Authority guidelines for Direct leasing / real property acquisition of communication sites
  • Comprehensive understanding of federal commercial leasing process and how it can be adapted and implemented to better serve the federal leasing effort


  • Some government travel required for government construction based projects

Clearance Level:

    • 1st Preference: Customs Border Protection Full Background Investigation (CBP Full BI)
    • 2nd Preference: DoD Secret or higher + DHS Clearance
    • 3rd Preference: DoD Secret or higher
    • 4th Preference: Willingness to obtain a CBP Full BI Clearance
