This position supports the U.S. Customs and Border Protection (CBP), Office of Administration (OA), and Facilities Management and Engineering Directorate (FM&E).

Job Description:

The Towers Project Manager is responsible for project management and acquisition support of facilities at wireless communications sites and Remote Video Surveillance Systems (RVSS) across the nation.

Essential Duties and Responsibilities (Deliverables):

Includes the following (Other duties may be assigned):

  • Acquisition Support
    • Support CBP by providing acquisition program management consulting and analysis as required to facilitate the success of specific programs
    • Assist the Program and Project Managers in managing and coordinating acquisition activities that may consist of monitoring required procurement timelines and milestones, assisting in the preparation and development of acquisition documentation, acquisition program documents, plans, and performance measures, and providing advice and assessments throughout the acquisition process
    • Assist in the development of a variety of acquisition-related program-supported business documents in accordance with U.S. Army Corps of Engineers (USACE), Federal Aviation Administration (FAA), General Services Administration (GSA), CBP, Homeland Security Acquisition Regulation (HSAR), and Federal Acquisition Regulation (FAR) regulatory requirements, and applicable policies, procedures and/or Federal directives
    • Assist the Government in the preparation of Market Research, Determination of Findings, and Analysis of Alternatives (AoA) documentation. Market Research and AoA documentation must consist of industry research and analysis of a minimum of three (3) vendors who can meet the criteria required
    • Assist in the preparation of Independent Government Cost Estimates (IGCE) and lifecycle costs for acquisition and program support requirements
    • Develop baseline cost estimates for projects or products that are used frequently. Additionally, lead the development of metrics to track the cost estimate versus the actual cost and to create mitigation strategies to resolve differences
  • Funding Management and Budget
    • Manage, track, and report on the required funding and the budget for the initiative, project, or task in its purview, including submitting Purchase Requisition Requests (PRRs), tracking financial actions in the CBP financial system of record, SAP or its replacement, and working with servicing agency partners on available, expensed, and obligated funding.
  • Project Management Support
    • Support the Government by overseeing every phase of a facilities, tactical infrastructure, or towers construction or alteration project from initiation to close out. This involves working closely with the end users (Border Patrol and Air & Marine Operations) to develop and validate project requirements. The contractor will also be required to work with servicing agencies such as USACE, FAA, GSA to develop and manage various construction projects.
    • Responsible for project planning and development, oversight of project real estate and environmental requirements, management of risk, project communication management, tracking the progress of the project scope, configuration management, budget and schedule management, and contract RFP review

Supervisory/Management Authority:

This position does not have management authority or supervisory capacity.

Education and/or Experience:

  • Minimum education/degree requirements: Bachelor’s Degree in related field
  • Minimum of 5 years or more of experience working with towers related construction/engineering projects.
  • Previous Government Contracting experience preferred
  • PMP certified is highly desired
  • Project Management experience in tower construction and or general construction trades
  • Experience working with USACE, GSA, and FAA is preferred.
  • Experience with Government contracting procedures
  • Experience in SharePoint, SAP, FITT, WMS and TRIRIGA (or their replacements) preferred
  • Experience working in all MS Office applications
  • Cost and pricing analysis experience
  • Excellent oral and written communication skills
  • Recent/current CBP experience with BPFTI, BPAM, and/or FM&E is highly desired

Knowledge, Skills and Abilities:  (example: specific software, soft skills, etc. – This gets deleted)

  • Knowledge of tower construction techniques

WORK ENVIRONMENT

  • Some government travel required for government construction based projects
