ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develop eLearning course outlines using the A.D.D.I.E. instructional design model. Outlines will include target audience, goals, objectives, and the basic structure of the eLearning courses.
  • Develop eLearning course storyboards using the A.D.D.I.E. instructional design model. Storyboards will include content, suggestions for graphics, suggestions for interactions or other adult learning engagement strategies and pre/post examinations.
  • Develop job aids, self-study guides and workshop handouts to accompany eLearning courses. Integrate 508 accessibility standards into print materials to allow members of the public with disabilities to access information that is comparable to information provided to persons without disabilities.
  • Develop or review video scripts to be used for voice over narration in eLearning courses.
  • Participate in eLearning course reviews and pilot tests. Shall compile all review responses and pilot test results into a written document to share with TWDB project team.
  • The contractor shall include recommendations for courses changes based on review or pilot test results and implement all changes into the storyboard
  • Finalize the building of eLearning courses using the most cost-effective tool for long-term program sustainability. (Majority of the courses will require Lectora; occasionally uses Adobe Captivate).
  • Ensure courses are SCORM-conformant, can be hosted on TRAIN.org or other LMSs and use software that TWDB can access and maintain with existing resources and staff skills.
  • Upload and manage courses, users, and communities within various learning management systems (LMS) – e.g., Lectora, TRAIN, Blackboard, Pathlore, Moodle, Saba – used in the delivery of training and educational products.
  • Use evaluation data to inform updates and improvements to training products.

SUPERVISORY/MANAGEMENT AUTHORITY

  • No supervisory authority

EDUCATION AND EXPERIENCE

  • BS degree or equivalent experience in Computer Science, Information Technology or a related engineering field, or Technical Communication
  • Experience using A.D.D.I.E method to design and develop training coursework
  • Experience building eLearning content using Lectora is required
  • Proficient in Microsoft Word, Excel, PowerPoint and Visio

KNOWLEDGE, SKILLS AND ABILITIES

  • Familiarity with LMS systems such as: TRAIN, Blackboard, Pathlore, Moodle, Saba.
  • Knowledge of the following online authoring software(s): Captivate Articulate, Lectora, Adobe or other such programs.
  • Excellent interpersonal and communication skills (written and verbal).
  • Excellent organization and time management skills.
  • Proficiency in Excel, including V-Lookup, filtering, sorting and other basic functionality.
  • Consistently demonstrate the ability to adapt to changes in the work environment; juggle and manage competing tasks and demands; and deal with frequent change, delays or unexpected events.
  • Excellent problem-solving skills with the ability to take the initiative to establish priorities, meet deadlines, and make decisions within the functional area of responsibility with minimal direct supervision.
  • Documenting Standard Operating Procedures.
  • Ability to query databases and generate reports.
  • Attention to detail.
  • Excellent communication skills (verbal/written).
  • Ability to deliver reports routinely in a timely manner or as needed upon request.
  • Preferred: working knowledge of SharePoint including lists, workflows and libraries.
  • Must be able to pass a U.S. Government security investigation.
  • Must meet eligibility requirements for access to classified information

WORK ENVIRONMENT

  • Work is conducted in a climate controlled office environment.
  • The environment may require prolonged sitting, prolonged standing, and light lifting up to 20 lbs.
