DC's mission is to promote health and quality of life by preventing and controlling disease, injury, and disability. The Division of Laboratory Systems (DLS) in the Center for Surveillance, Epidemiology, and Laboratory Services (CSELS) at CDC, was formed in 2013. The mission of DLS is to strengthen the nation’s clinical and public health laboratory systems by continuously improving quality and safety, data and information science, and workforce competency. DLS provides leadership and support to enhance clinical and public health laboratory workforce through initiatives that strengthen recruitment, retention, management, communications, and training.

We are seeking a Workforce Development professional to assist in their mission.

Responsibilities

  • Develop, manage, and monitor the DLS Workforce Development Plan and Forecasting Calendar. Contractor shall develop the plan in the base year, manage the plan once implemented to ensure deadlines are met and all projects are moving forward/on-track.
  • Work in concert with DLS Communication, Policy, Evaluation, Business staff and other leadership staff in defining developing, maintaining, and communicating workforce and staffing activities
  • Participate in division, center, and agency workgroups and councils as necessary.
  • Obtain and maintain knowledge of policies, guidelines, and regulations related to workforce plans activities
  • Provide day-to-day operational administrative and project support to the CSELS DLS OD related to all workforce and career development activities for professional development.
  • Assesses, develops, and coordinate/assist DLS employee and supervisor trainings, providing timely training for all staff
  • Assists with Individual Development Plan tools and maintain yearly assessments and reviews
  • Defines and maintains trainings related systems for employees and supervisors
  • Defines and implements inclusion and diversity trainings
  • Provide day-to-day operational administrative and project support to the CSELS DLS OD related to all workforce and career development activities for recognition.
  • Defines, communicates, and maintains systems and process for all DLS internal and external award submissions
  • Defines, communicates, and maintains DLS recognition and staffing news activities
  • Provide day-to-day operational administrative and project support to the CSELS DLS OD related to all workforce and career development activities for wellness
  • Coordination with business staff, ensures implementation of safety and security policies, procedures and processes
  • In coordination with DLS staff, use EVS as other assessment outcomes to gauge level of satisfaction and conduct activities to improve wellness, health, and satisfaction
  • Contractor shall provide day-to-day operational administrative and project support to the CSELS DLS OD related to all workforce and career development activities for recruitment and retention.
  • Work with the Business staff to develop the DLS new employee orientation process in the base year and monitor process in the option years
  • Assist, monitor, and oversee process for division exit interviews and use data to inform and implement improvements to DLS’ processes that help address an undesirable situation.
  • Assist with the implementation of the succession plan incorporating yearly talent and reduction reviews to capture and ensure knowledge transfer
  • Assist with the implementation of the coaching and mentoring programs
  • Identify mission-critical occupations and associated competencies to assess potential gaps in occupations and competencies essential to DLS mission.

 

EDUCATION and/or EXPERIENCE

  • Bachelor’s Degree or higher in related field
  • Min 5 years of experience in communications and or public health communications
  • Project Management experience
  • PMP desired but not required

  • Provide support with recruiting

  • Self-starter
  • Assist in building morale within the department
  • Coordinate team building functions (breakfast/lunch)
  • HR background preferred
