SUMMARY

To provide a professional service employee to assist AF/SA personnel in the development execution, data management, and oversight of program tasks. AF/SA has program responsibility for dozens of contracts and grants awarded by the Department of State (DOS) that support U.S. foreign policy goals, cost and price analysis techniques to perform a variety of computations relative to item costs, packing, packaging, specification requirements, delivery charges, and transportation costs to determine the best buy for the U.S. government.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Conduct pre-award visits to survey and assess existing structures and proposed construction locations.
  • Provide structure reports documenting existing conditions and provide professional evaluation on minimum and priority corrective actions necessary for any renovations or rehabilitation.
  • Assist in the preparation of SOWs, PWSs, and IGCEs during the pre-award phase of a contract and/or grant.
  • Assist, as a non-voting member, the Program Managers (PM) in the preparation with Technical Evaluation Panels and provide technical knowledge to support the SOW, where needed.
  • Assist Contract / Program / Management personnel in the development of construction plans for project builds throughout Africa.
  • Travel, including to Africa, as required.

EDUCATION AND EXPERIENCE

  • Requires SECRET Security Clearance
  • Education: Degree must be from a program accredited by the Accreditation Board for Engineering and Technology (ABET) or National Architectural Accrediting Board (NAAB) within a college or university in one or more of the following disciplines: Civil/Structural Engineering, Electrical Engineering, Mechanical Engineering.
  • Master’s degree in one of the following disciplines; Civil/Structural Engineering, Electrical Engineering, Mechanical Engineering, or Architectural Engineering and at least five (5) years prior professional experience designing, planning, managing, and completing vertical construction projects OR a Bachelor’s degree in one of the following disciplines; Civil/Structural Engineering, Electrical Engineering, Mechanical Engineering, or Architectural Engineering and at least ten (10) years prior professional experience designing, planning, managing, and completing vertical construction projects.
  • Demonstrate work experience on a minimum of three (3) vertical construction projects including, but not limited to multi-story buildings, large-scale residential and commercial developments, warehouses, and aviation hangers.
  • Must have a minimum of five (5) years overseas construction management and design experience, including a minimum of three (3) years professional experience working in Sub-Saharan Africa.
  • Demonstrated professional experience requiring excellent communications skills, both verbal and written in a training environment;
  • Demonstrated fluency of English speaking and writing
