Review requirements as summarized on construction contracts, oversee large projects to ensure work is performed in accordance with required specifications, and provides schedules and budgets for development. Responsibilities will include project management, both on site, and in office, design and supervision of design. Coordinates interdepartmental functions in order to minimize all delays.


Includes the following:

  • Overall support, direction and management of the construction of a project

  • Involvement in the estimating stage of a project to ensure that the required costs are covered

  • Visit the construction site during the bid stage to determine constraints or special requirements

  • Participate in the review of documents for constructability

  • Maintain constructability reviews throughout the Basic and Detail Engineering Phases.

  • Participate in the Kick-off meeting to review and agree on the respective Scope of Work, special requirements, schedule, and budget

  • Utilize Construction management methodologies, system and tools

  • Lead the Construction Project Team and facilitate the communication and interaction among the functional representatives, internal and external

  • Develop the Scope of Services for a Construction bid package, based on available Engineering documents, material take-offs, etc

  • Work with the Estimator to develop a comparable estimate, based on the same documents in the bid package

  • Forward all bid and subcontract documents to the Construction Site Manager for subcontract administration

  • Work with the Construction Site Superintendent to implement the construction management infrastructure as required for the construction project, in accordance with applicable Policies, and Work Instructions.

  • Implement progress monitoring techniques for each subcontractor, in accordance with the applicable Policies and Work Instructions, or as may be required for a specific contract.

  • Review and approval of Field Change Notices.

  • Coordinate with Home Office personnel to develop and implement recovery plans for off-schedule and unanticipated eventualities.

  • Prepare periodic management and or customer reports and presentations as may be required.

  • Prepare and conduct Construction Management Team meetings as deemed necessary.

  • Performs other job related duties as required.


No supervisory or management authority.


Must have a Bachelor’s Degree and 10 years of related construction experience with an emphasis in residential development, along with a broad construction and managerial background. Experience with housing authorities is a plus.

Candidates with Department of State OBO OCONUS experience are preferred.

Current Secret Security Clearance preferred.

Candidates will be required to undergo a federal government background investigation and favorably pass a drug screen.

Candidates must have a valid US Passport whose expiration date is at least One Year from the positions start date.


  • Leadership skills

  • OSHA Safety training, a plus (10 or 30)

  • Previous experience directing and coordinating trades

  • Experience in managing multiple projects concurrently

  • Ability to read, analyze, and interpret contract documents, blueprints, specifications, engineering reports, safety rules, operating and maintenance instructions, and procedure manuals.

  • Ability to write routine reports and correspondence.

  • Ability to speak effectively before groups of clients, subcontractors, or employees of organization.

  • Ability to solve practical problems and deal with a variety of variables.

  • Possess knowledge of all facets of ground up building construction.

  • Must be able to pass a background investigation.

  • Must possess a valid driver’s license

  • Reliable transportation

  • Comply with company Motor Vehicle Policy

  • Present professional image at all times

  • Computer skills (Microsoft Office – Outlook, Word, Excel, MS Project) a MUST


Work is normally performed in a typical professional office environment with some OCONUS travel.
