Construction Quality Control/Quality Assurance Officer  Washington, DC  (ID#15071)

The Quality Control & Quality Assurance Specialist will oversee and coordinate the planning, implementation, and supervision of the sector’s QC & QA programs.  Development and implementation of a QMS to ensure compliance and quality standards.


Includes the following:

  • Oversee and coordinate the planning, implementation, and supervision of the sector’s QC & QA programs to achieve operational excellence.
  • Develop and implement a Quality Management System to ensure compliance with quality standards and/or contract specific documents that may include QC & QA inspection and testing programs, accredited lab facilities, and quality communication.
  • Provide technical support for proposals, construction, sales, and estimating teams during pre-bid construction, and post-construction phases of a project to ensure quality opportunities are optimized and all aspects of QMS are met.
  • Conduct specification reviews, provide oversight to develop project QC & QA plans, generate material submittals, develop and review mix designs, review quality data and inspections, and assist the on-site personnel in managing QC & QA subcontractors to assure timely project success.
  • Provide mentoring, support, and direction to on-site personnel to achieve customer satisfaction.  This could include internal and external technical training on materials production and/or construction processes.
  • Establish, maintain, and leverage relationships with technical staff, customers, and local inspection and testing companies.
  • Support evaluation and implementation of new material technologies throughout the business Sector to ensure proper compliance.
  • Participate in and promote business Sector safety procedures for a safe working environment including compliance with OSHA and MSHA rules and regulations.
  • Perform other job-related duties as assigned.


No direct supervisory or management authority.


Requires a Bachelor’s Degree in Engineering, Architecture, Construction Management or related field and 5 to 10 years of experience focused on Quality Control in DOD and other military-related construction projects, such as USACE, DOE, and BIA


  • Thorough knowledge of site and personnel safety methods of construction activities, including personal protective equipment (PPE) and construction equipment safety operations.
  • Advanced experience and knowledge of Federal Construction estimating, means and methods, accounting, project administration, LEED certifications, and a thorough understanding of industry practices.
  • Thorough knowledge and understanding of how to read and comprehend construction drawings, engineering reports, and materials specifications.
  • Thorough knowledge and understanding of all aspects of Master Construction Specification, Divisions 1-48, including horizontal and vertical construction, renovation construction, ancillary facilities, storm water and drainage control, and MEP functions.
  • Technical knowledge of materials and construction concepts.
  • Proficient with US Government database operations and Microsoft Office Suite.
  • Ability to properly manage and prioritize resources, people and projects.
  • Ability to work in high production environment and respond quickly and effectively under pressure and deadlines, have a defined sense of urgency as required.


This position is primarily performed in a climate controlled office environment with occasional travel to support the business Sector.
