SUMMARY

To provide a professional service employee to assist AF/SA personnel in the development execution, data management, and oversight of program tasks. AF/SA has program responsibility for dozens of contracts and grants awarded by the Department of State (DOS) that support U.S. foreign policy goals, cost and price analysis techniques to perform a variety of computations relative to item costs, packing, packaging, specification requirements, delivery charges, and transportation costs to determine the best buy for the U.S. government.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Working knowledge of the FAM and FAR and the ability to interpret/ implement their regulations.
  • Assist Contract / Program / Management personnel in the development of SOW’s, PWS’s, IGCE’s, MOD’s, Justification Memo’s along with a vast array of AQM requirements.
  • Assist AF and PM in coordinating efforts with the acquisition management office on contractual issues.
  • Assist, as a non-voting member, the Program Office in the preparation with Technical Evaluation Panels and provide technical knowledge of the TET / TEP process.
  • Assist in the preparation, administration, and maintenance of comprehensive Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), Work Breakdown Structures (WBS), Quality Assurance Surveillance Reports (QASP), and other required lifecycle contract and grant documents for pre-award, award, post-award, and closeout.

 

SUPERVISORY/MANAGEMENT AUTHORITY

  • None

 

EDUCATION AND EXPERIENCE

  • Requires SECRET Security Clearance
  • Bachelor's degree from an accredited institution
  • Ten (10) years of experience as a contract specialist, preferably related to U.S. foreign assistance Funds
  • Five (5) years of experience in multi-tasking complex projects, requiring interpersonal and customer service, writing, analytic, problem-solving and computer skills
  • Five (5) years of experience with cost analysis techniques
  • Five (5) years of experience working Complex Acquisition Procurement Awards
  • FAC – C Level 3 or other US government agency equivalent certification
  • Demonstrated fluency of English speaking and writing

  • Controlled climate office environment.
