SUMMARY

Cherokee Nation Businesses is seeking management analyst to work as a Facility Programmer to help plan and program future Air Force Military Construction (MILCON) projects throughout the Pacific. This person will also lead the team’s migration from the old data system (ACES) to the Air Force’s NexGen data system, TRIRIGA.

 

This work includes working closely with mission planners and project engineers to collect data, document requirements (e.g., DD1391), develop programming documents, work with counterparts at other bases and commands, research UFCs (Unified Facilities Criteria), and learn and help train co-workers on new data systems.

 

Clients include the Pacific Air Forces (PACAF), the Air Force Installation Mission Support Center (AFIMSC) Det 2, and the Air Force Civil Engineer Center (AFCEC) at Hickam AFB, Hawaii (Joint Base Pearl Harbor-Hickam, JBPHH).

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following:

  • Develop original programming documents using Business Rules, UFCs, AFIs, and other guidance documents to identify MILCON requirements and submit them for consideration in the Air Force POM and budget processes.
  • Apply best practices to develop DD1391s, advocacy slides, briefings, etc., to articulate to decision makers the importance of the projects and their readiness for execution.
  • Use databases (e.g., ACES, TRIRIGA, BUILDER), cost estimating tools (e.g., PACES), Air Force SharePoint sites, and your network for colleagues at locations throughout the Pacific to research and document project details, track their status, and validate progress.
  • Learn to use TRIRIGA and help train co-workers learn to use this project management data system. Network with other users and SMEs of this system.
  • Perform other job-related duties as required. Travel likely but not required.

 

SUPERVISORY/MANAGEMENT AUTHORITY

  • This is not a supervisory position.

 

EDUCATION and/or EXPERIENCE

  • At least 5 years of experience in facility programming, preferably for military facilities of similar complexity with US Air Force, Army, Navy, or Marine Corps.
  • Strong data management skills and interest. Experience with facility data systems (e.g., ACES, TRIRIGA, GEOBASE).
  • Experience with planning or executing large DoD repair or construction processes (e.g., SRM or MILCON).
  • Bachelor’s Degree in a relevant degree (directly related experience may be substituted for a degree).

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Demonstrated ability to translate complex technical data and information into DD Form 1391 or similar programming documents.
  • Demonstrated track record of data analysis and ability to work with professionals (e.g., engineers, environmental, contracting, contractors, and end-users) to collect and use data.
  • Understanding of some aspects of the MILCON planning process, such as facility condition assessments, planning charrettes, facility design, construction techniques, acquisition processes (e.g., Design-Bid-Build), etc.
  • Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities.
  • Understanding of Air Force “POM” and “President’s Budget” processes is a plus.
  • Air Force Master Planning or Airfield Waivers experience is a plus.

 

WORK ENVIRONMENT

  • Office environment on US military base (recently renovated PACAF HQ building).
