SUMMARY

The Air Force Civil Engineering Center (AFCEC), headquartered in San Antonio, TX, is responsible for providing responsive, flexible full-spectrum installation engineering services. AFCEC’s missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, asset management lifecycle support, and audit assertions, acquisition and program management.
CNSP is looking for a Financial Analyst with a diverse background and knowledge of Air Force logistics functions and the integration of those functions within the Civil Engineering (CE) Community. This person will assist with collecting, analyzing, validating, and managing data across multiple CE portfolios with special emphasis on Expeditionary and Emergency Services (E&ES).
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:
  • Compile data from authoritative data sources in order to draft reports for client Subject Matter Experts (SMEs) and Leadership
  • Perform calculations on Return on Investments and Savings for the maintenance/modernization of assets within multiple portfolios
  • Provide support to data managers and Sub-activity managers and SMEs with completion and maintenance of Process Improvement Guides, repositories, Data Management Plans, and Standards libraries
  • Focus on Human Capital and Equipment Analysis
  • Performs other job-related duties as required.
SUPERVISORY/MANAGEMENT AUTHORITY
  • None
EDUCATION and/or EXPERIENCE
  • MA/MS degree from an accredited university in Engineering, Architecture, Construction Management, Math or Math heavy sciences, or related fields that support the subject matter expertise required
    • (Substitutions can be made based on language in OASIS Basic Contract)
  • Minimum of ten (10) years of experience in requirements identification, planning and execution
  • Experience within Department of Defense Agencies or the uniformed services is desired Air Force specific experience preferred
  • Experience working in Air Force Logistics or Air Force Civil Engineer Base Engineering Emergency Force or Air Force Civil Engineering Rapid Engineer Deployable Heavy Operation Repair Squadron is preferred
  • Secret Clearance is required
KNOWLEDGE, SKILLS AND ABILITIES
  • Ability to work independently to accomplish both broadly described and narrowly proscribed work
  • Experience in organizing and gathering project data, conducting analysis, preparing reports, and providing recommendations to clients
  • Experience with the following data management systems Defense Readiness Reporting System (DRRS), AEF Reporting Tool (ART), Automated Readiness Information System (ARIS), Fire & Emergency Services Information Management System (FES-IMS), Explosive Ordinance Disposal Information Management System (EODIMS), Wartime Readiness Materials (WRM), and Basic Expeditionary Airfield Resources (BEAR).
  • Experience in Human Capital and Equipment Analysis of enterprise asset performance against approved CE standards.
  • Air Force Project Programming experience is a plus, but not required
  • Experience in collaboratively leading teams to achieve established goals and timelines without the benefit of supervisory authority
  • Ability to work independently to achieve both broadly described and narrowly proscribed work outcomes
  • Experience in organizing and gathering project data, conducting analysis, preparing reports, and providing recommendations to clients
  • Experience utilizing and applying computer software including Microsoft Office (Excel, Word, PowerPoint). Specific experience with Excel pivot tables and data analysis
  • Ability to assist with tracking key performance indicators and other reliability data to assist in aligning with Air Force’s goals
  • Experience utilizing and applying other Automated Data Processing (ADP) Systems used by the Air Force
  • Appropriate Professional certification is a plus, but not required
  • US citizenship required
WORK ENVIRONMENT
  • Client site at Tyndall AFB, FL
  • Majority of time this position is performed in a secured federal office setting on a military base
  • Work as an individual and as a team member to support client’s programs, correspondence and briefings through data mining and data analysis
  • Travel is required for up to 25% of the time to assess built infrastructure as a member of a team and to provide training to Air Force installations across the globe
