The Full Stack .Net Developer provides technical support to our client: the USDA Identity, Credential, and Access Management (ICAM) Program, within the Office of the Chief Information Officer (OCIO).  The position provides IT and technical support that provides oversight and coordinates efforts to implement the processes, policies, and technology necessary to deliver enterprise-wide identity, credential, and access management capabilities to USDA agencies and staff offices.


Includes the following:

  • Provide programming support for .NET development with strong C#, ASP.NET MVC 4/5, ADO.NET / Entity Framework, JavaScript / jQuery development skills.
  • Working with a team, help to design and develop web applications based on the technical requirements associated with fulfilling functional requirements.
  • Support the translation of functional and technical system requirements.
  • Codes, tests, debugs, implements complex programs using Microsoft Visual Studio
  • Creates appropriate documentation in work assignments such as program code, and technical documentation. Identifies issues, recommends and documents changes.

  • Bachelor's degree in computer science, mathematics or related field preferred
  • 5-10 years’ experience developing web applications using C#, ASP.NET MVC 4/5, ADO.NET / Entity Framework, JavaScript / jQuery, CSS / Bootstrap
  • 5 -10 years’ experience using Microsoft Visual Studio 2003-2013, Team Foundation Server, IIS, Web Services (WCF, RESTful, WEB API, etc).
  • Experience within Agile/Scrum software development lifecycle methodology
  • Experience working with relational databases to facilitate programming software


  • Strong skills in programming
  • Strong personal computer and business solutions software skills
  • Strong analytical and problem solving skills for design, creation and testing of programs
  • Good interpersonal skills to interact with customers and team members
  • Communication skills to work effectively with team members, support personnel, and clients
  • MVC and/or SOAS a plus
  • Experience with Visual Studio and Team Foundation Server/Visual Source
