SUMMARY
The purpose of this task order is to assist the Bureau of Population, Refugees, and Migration with the administration of 800 grants, cooperative agreements, and voluntary contributions.  For each of the selected Grants/Cooperative Agreements/Voluntary Contributions, the contractor will follow established office, bureau, Department of State, and Federal policies, regulations, and procedures in preparing pre-award and post-award documentation for warranted grant officers.
The Grant Management Specialist I will work to ensure efficient and accurate communication, budget negotiation and documentation, and the development and management of grants, cooperative agreements, and voluntary contributions.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:

  • Work primarily with the Grants Officers (GOs) and Project Officers (POs) to ensure efficient and accurate communication with grantees, including setting up and organizing meetings between GOs, POs, and grantees, as well as, communicating with the grantee during the pre-award, post-award, and closeout phases on behalf of POs and GOs, as directed;
  • Support the award facilitation process by providing timely and effective budget negotiation services and award (or amendment) documentation preparation;
  • Assist GOs and POs with the development and management of awards incorporating goals and evaluation schedules;
  • Assist GOs and POs in executing all award actions, which includes facilitating grantees access to the SAMS Domestic System, facilitating grantees travel and payment authorizations, and providing support for award file documentation and the award closeout process
  • Perform final review of completed awards, making appropriate adjustments or disallowances, and processing close-outs.

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory or management authority.

EDUCATION AND EXPERIENCE
Bachelor’s degree in a related field of study Experience in Grant management, either with the U.S. Government or an implementer, is preferred.

KNOWLEDGE, SKILLS AND ABILITIES

  • Exceptional analytical skills and problem solving capabilities.

  • Self-motivated with the ability to work independently.

  • High caliber written and verbal communication skills.

  • Proficient in time and resource management.

  • Expert knowledge of computer software such as Adobe, Microsoft Office (PowerPoint, Outlook, Word, Excel, Access, Publisher). 

  • Knowledge of USG grant regulations and polices

  • Knowledge of financial methods, procedures, and practices to access the financial stability of recipients of Federal grants or cooperative agreements

  • Demonstrated experience (at least 4 years) in the management of Federal assistance grants and cooperative agreements

  • Experience and ease with use of computer software suites such as Microsoft

  • Process payments, track closeouts

  • Ensure tasks are completed in the timeframe specified

  • Ability to obtain and maintain a suitable security clearance and DoS badge

WORK ENVIRONMENT

Work will be performed in a climate controlled office setting.
