The Department of State’s (DOS) Information Resource Management (IRM) Messaging Systems Office (MSO) is responsible for developing, implementing, operating, and supporting all Department-wide messaging systems and services. The Office manages the integration of emerging technologies with existing and planned messaging programs, and ensures messaging services are accessible to all offices of the Department and to other Federal agencies. Serving in a technology support role, MSO seeks a contractor to provide services and work products including technical systems development, integration, configuration, testing, deployment, and technical project management support for new systems and maintenance of existing ones to ensure MSO can achieve its mission.

We are seeking an Information System Security Officer (ISSO) to support the efforts at the Department of State.  Below are the requirements:

Essential Duties & Responsibilities:

  • Responsible for researching, developing, implementing, testing, and reviewing the Department’s information security in order to protect information and prevent unauthorized access.
  • Assess the impacts on system modifications and technological advances. Review systems in order to identify potential security weaknesses, recommend improvements to mitigate vulnerabilities, implement changes and document upgrades.
  • Oversee system penetration testing efforts.
  • Draft formal security standards and requirements that address vulnerabilities within COTS, GOTS, or custom developed/configured products.
  • Strong written and oral communication skills, Critical thinking, Strategy Development, Balancing security requirements with mission needs, good judgment and business acumen and Relationship management
  • Develop and maintain the security authorization package for an Oracle system in accordance with the DIACAP/RMF requirements
  • The candidate will maintain the following plans: System Security Plan, Security Assessment Plan, IT Contingency Plan, Incident Response Plan, and any other plans and policies required for the IS to be granted an ATO under the new DoD Risk Management Framework
  • Coordinating with the client and other contractors in Assessing RMF Security Controls under NIST 800-53A guidance

Supervisory/Management Authority:

  • This position will not have supervisory or management authority

Education and/or Experience:

  • A Master’s Degree in a related field is strongly desired; a Bachelor’s Degree is required
  • Must possess at least two (2) years of experience managing, developing, and updating the requisite set of documentation required for enterprise-wide systems accreditation (authority to operate)
  • Experience maintaining an inventory of hardware and software for the information system
  • Must have “hands on” experience with the following: NIST 800-53, DIACAP, minimum of 3 to 5 years of relevant experience with DIACAP/NIST RMF

Knowledge, Skills and Abilities:

  • Candidate must be certified IAT – Level II per DoD 8570.01 and Security+ CE
  • A Certified Information System Security Professional (CISSP) is a plus
  • The ability to work in a “team” environment to ensure project success
  • Have focus and independent drive to complete tasks accurately and on-time
  • Strong communication and organizational skills; both oral and written
  • An Active Secret Clearance verifiable in JPAS as a prerequisite is required and the ability to obtain TOP SECRET Clearance and undergo a federal background check for the ability to work with top-secret information is required.
  • Must be a U.S. Citizen
  • The ability to successfully pass a drug screen and a federal background check is mandatory

  • This position is performed in a secured federal office setting
