SUMMARY

The J/TIP Program Manager is responsible for the operational management within the assigned contract. The PM will provide support in personnel management, creation of contract operational plans and budgets. The Program Manager will be responsible for ensuring assigned project teams meet or exceed operational and contract goals.  The PM shall possess the knowledge, skills, experience, and sufficient authority to lead, manage, plan and sustain activities on a daily basis.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following: 

  • Supports the Operations Director by identifying, proposing and reporting progress on project deliverables.
  • Ensures performance on contracted efforts by executing approved plans, controlling and reporting progress relative to the established contract cost, schedule, and quality standards and following project management standards.
  • Maintains continuous and effective communication with the customer organization to obtain a common understanding of their expectations.
  • Manages and performs direct contract financial functions including budgeting, purchasing, travel, payment approval, invoicing and receivable controls.
  • Takes a leadership role in the accomplishment of the company’s vision and ensures adherence to policies and procedures.
  • Directs and performs program personnel functions including staffing, performance and salary reviews, EEO and benefits coordination, and personnel development.
  • Recommends personnel actions to Operations Director for approval, including job offers, promotions, bonuses, pay changes, and disciplinary actions when required by corporate policy.
  • Monitor labor, material, and sub-contract costs and budgets.
  • Make periodic site visits for the purposes of work progress status.
  • Delivers each awarded contract on time and within budget.
  • The Program Manager shall be available within two (2) hours to meet with the Contracting Officer (CO), the designated CO Representative (COR) and key Government personnel (Security, Government Task Manager [GTM], upper management, etc.) to discuss contractual matters. Attend bi-monthly meetings with the program office.
  • Other duties that may be assigned.

 

SUPERVISORY/MANAGEMENT AUTHORITY

Leads multiple project staff members by providing leadership for employee through effective communication, coaching, training, establishing goals and developing employees and leaders. Responsible for leading various project teams throughout assigned sector in various locations. 

 

EDUCATION and/or EXPERIENCE

A Bachelor’s degree and five (5) years of experience with leading multiple projects simultaneously is required.  Appropriate Secret clearance will be necessary per contract or sector requirements.

  • The Program Manager shall be able to read, write, speak and understand English fluently.
  • Possess the requisite managerial and communication skills
  • Ability to multi-task in a fast-paced environment.
  • Knowledge and understanding of current organizational practices and programs.
  • Excellent organizational and project management abilities.
  • Proficiency in utilized software programs including Microsoft Office Suite.
  • Ability to prioritize, lead and manage multiple projects and tasks to successful completion.

WORK ENVIRONMENT

This position is primarily performed in a climate controlled office setting. Travel will be required.
