SUMMARY

The Air Force Civil Engineering Center (AFCEC), headquartered in San Antonio, TX, is responsible for providing responsive, flexible full-spectrum installation engineering services. AFCEC’s missions include facility investment planning, design and construction, operations support, real property management, energy support, environmental compliance and restoration, asset management lifecycle support, and audit assertions, acquisition and program management.
CNSP is looking for a Journeyman Engineer with a diverse background and knowledge of Civil Engineering, programming, design and construction, as well as project reviews and scope validation.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:
  • Provide lifecycle analysis to build and maintain infrastructure using asset management principles. Areas of technical expertise: electrical power distribution and utilities, transportation, structural, mechanical (HVAC) and architecture
  • Collaborate with co-workers and support/assist the client in making investment decisions related to the repair, long term sustainment and routine maintenance of fixed facilities and other supporting infrastructure
  • Support the client by reviewing project programming, design and construction related documents to validate scope and help prioritize proposed projects for funding and execution
  • Use data to support client’s programs, correspondence and briefings. This includes drawing data from existing sources, populating new data bases and conducting data analysis using established tools
  • Excellent verbal and written communication skills
  • Work collaboratively within our team to ensure horizontal and vertical integration with the AFCEC staff and mission areas
  • Act as a mentor to junior members of the team
  • Performs other job- related duties as required.
SUPERVISORY/MANAGEMENT AUTHORITY
  • None
EDUCATION and/or EXPERIENCE
  • BA/BS degree from an accredited university in Engineering, Architecture, Construction Management, Math or Math heavy sciences, or related fields
    • (Substitutions can be made based on language in OASIS Basic Contract)
  • Minimum of three to ten (3-10) years of engineering experience in requirements identification, planning, design, construction and/or facility maintenance
  • Appropriate technical experience in specific area of expertise vertical and horizontal facilities. Experience with third party operations a plus but not required
  • Experience within Department of Defense Agencies or the uniformed services is desired
  • Secret Clearance is a plus but not required
KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of and experience with construction standards
  • Knowledge of testing methods to evaluate facility condition
  • Knowledge of cost estimation techniques and software related to vertical facilities (knowledge of PAVER and BUILDER a plus)
  • Ability to work independently to accomplish both broadly described and narrowly proscribed work
  • Experience in organizing and gathering project data, conducting analysis, preparing reports, and providing recommendations to clients
  • Air Force Programming experience is a plus, but not required
  • General Air Force work experience a plus, but not required
  • Experience with pivot tables and data analysis
  • Experience in leading others to achieve established goals and timelines
  • Ability to work independently to achieve both broadly described and narrowly proscribed work outcomes
  • Experience in organizing and gathering project data, conducting analysis, preparing reports, and providing recommendations to clients
  • Experience utilizing and applying computer software including Microsoft Office (Excel, Word, PowerPoint)
  • Ability to assist with tracking key performance indicators and other reliability data to assist in aligning with Air Force’s goals
  • Experience utilizing and applying Automated Data Processing (ADP) Systems used by the Air Force
  • Experience within Department of Defense Agencies or the uniformed services
  • Air Force experience a plus but not required
  • Professional registration is a plus, but not required
  • US citizenship required
WORK ENVIRONMENT
  • Client site at Tyndall AFB, FL
  • Majority of time this position is performed in a secured federal office setting on a military base
  • Work as an individual and as a team member to support client’s programs, correspondence and briefings through data mining and data analysis
  • Travel is required for up to 25% of the time to assess built infrastructure as a member of a team and to provide training to Air Force installations across the globe
