SUMMARY

Cherokee Nation Operational Solutions (CNOS) has a need for a Medical Counter Measures Senior Policy Analyst to provide professional support services to the Defense Health Agency (DHA) Deputy Assistant Secretary of Defense (DASD) for Health Readiness Program and Oversight (HRP&O) out of Falls Church, VA.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Providing support with a wide variety of medical countermeasure MCM portfolio and preventive medicine responsibilities by providing the appropriate level of information, analysis and recommendations, integral to Service members, beneficiary, domestic, and global policy development, review and surveillance.
  • Ensuring safe and effective medical countermeasures are available to the Service members in chemical, biological, radiological, and nuclear (CBRN) environments.
  • Developing policies and programs to advance health protection for U.S. forces against CBRN threats and infectious diseases, and prevents deteriorating health conditions resulting from Service members' exposure to natural and man-made threats.
  • Advocating for funding of the advanced clinical professional CBRN medical training for all military medical personnel and the promotion of CBRN training capabilities.
  • Providing CBRN Strategic Alignment and ensures MCM strategies are aligned with Health Affairs and HRP&O objectives to best meet the requirements of the Services and combatant commands. CBRN DoD Coordination.
  • Participating in clinical and non-clinical interagency, bilateral, and multilateral meetings, as well as working groups and committee meetings on issues of interest to DoD MCM policies and programs.
  • Ensuring interagency synchronization.
  • Providing medical input to National Security Strategy committees addressing the Integrated National Biodefense MCM portfolio.
  • Coordinating Joint Chemical Biological Defense Program and Military Health System development activities on policy engagement and implementation for CBRN MCM with Joint Staff and CCMD Surgeons for emerging requirements.
  • Monitoring and providing technical expertise on the policy implementation of DoDI 6200.02 policy on Emergency Use of Authorizations (EUA). Implements processes associated with NDAA 2018 to staff Pre-EUA and EUA packages with DASD HRPO and Food and Drug Administration.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Must have at least five (5) years of experience in support to Medical Countermeasures and Emerging Infections policy development.
  • Must have knowledge of Joint Chemical Biological Defense Program Medical Information and Communications Technology and demonstrated expertise in addressing Chemical, Biological, Radiological and Nuclear (CBRN) policy issues.
  • Must be able to gather, develop, and organize white papers and assist OSD client in development, procurement and management of medical countermeasures.
  • Must have experience conducting policy meetings to include the review of medical countermeasures candidates.
  • Must have experience analyzing and reporting weekly to client on the policy development and implementation.
  • Must be able to develop and maintain list of Military Health System procured medical countermeasures and assists client in risk management analysis.
     

SUPERVISORY/MANAGEMENT AUTHORITY

  • This position will not have supervisory/management authority.

EDUCATION and/or EXPERIENCE

  • Master’s degree in public health and/or national security (Homeland Security/Defense, Intelligence, Domestic and International Preparedness as related to medical countermeasures).

WORK ENVIRONMENT

  • The duties of this position are primarily performed in a climate-controlled office environment. Occasional travel and overnight stay may be required.
