The PROGRAM ASSISTANT CYBER will support for program implementation of cyber capacity building programs (i.e. workshops, training, and technical assistance) including planning, budgeting, implementation, and audit for the Bureau of East Asia and Pacific Affairs (EAP) under the Department at State.


  • Supports program implementation of cyber capacity building programs including planning, budgeting, implementation, and audit for programs. Helps monitor program spending and review invoicing.
  • Supports program and initiative evaluations at specific intervals, determined by East Asia and Pacific (EAP) colleagues, to verify achievement of program requirements.
  • Creates regular opportunities for East Asia and Pacific (EAP), the interagency, and other stakeholders to share best practices, ideas, suggestions, and other knowledge on the design and outcomes from programming and ensures this information is incorporated into future program design.
  • Supports the implementation of funds, logistics, contracts, interagency agreements, and the issuance of these and other financial instruments as they relate to programs.
  • Supports coordination and communication between the team at State, the Interagency, implementing partners, posts in the East Asia and Pacific (EAP) and South and Central Asian (SCA) regions, and others with regard to planning, coordinating, and implementing programs, including venue, services contracts, and funds transferred to support participant and subject matter expert travel.



This position does not have any supervisory capacity and/or managerial authority


  • Candidates must be US citizens.
  • Candidates are required to have an active and current SECRET US government security clearance at the time of applying to this position.
  • Candidates will be required to undergo a US federal government background investigation and favorably pass a drug screen.
  • Candidates must have a current and valid US Passport whose expiration date is more than (1) one year from the date of hiring.
  • A minimum of a Bachelor's degree from an accredited university and/or college in the fields of Information Technology, Cyber Security, Program Management in IT, and other related fields.
  • Minimum of two (2) years of experience in US government management policies and procedures, development and implementation of foreign assistance capacity-building programs, foreign policy support, requiring interpersonal and customer service, problem solving, and computer skills.
  • Expected travel is minimal, but some domestic and international travel to East and South Asia and the Pacific as required.


  • Excellent interpersonal and oral communication skills.
  • Proficiency in MS Office.
  • Ability to write clearly and succinctly under time pressure.
  • Strong organizational skills and attention to detail.
  • Ability to deliver on multiple priorities under tight deadlines.
  • Ability to operate significantly under own initiative, crafting proposals and policy recommendations with minimal guidance.
  • Academic background and experience in public policy, economics, and technology and/or East Asia and Pacific (EAP) regional issues.
  • Strong team player who is eager to jump in to take care of crises as they emerge.
  • Ability to work with a wide variety of actors, including policymakers, representatives of other governments, business and the non-governmental community


  • Work will be performed primarily in a climate-controlled office environment and/or US government facilities CONUS and/or OCONUS.
  • Location of job is in the Washington, D.C. Metro Area
  • May require occasional lifting or moving of items up to 25 lbs.
  • Candidate can be expected to stand in line for extended periods of time when travelling through domestic and international airport security checkpoints and in airline terminals.
