The NOAA Earth System Research Laboratory is a science laboratory dedicated to the study of atmospheric and other dynamic processes that affect air quality, weather, and climate variability. Federal researchers monitor the atmosphere, investigate the physical and chemical processes that comprise the Earth system, and integrate those findings into environmental information products. Our work improves critical weather and forecasting tools for the public and private sectors, from hourly forecasts, drought and air quality predictions, to international science assessments with policy-relevant findings. By better understanding the Earth system, we can better understand what drives this afternoon's haze, next month's hurricanes, and our variable climate.

CSG is looking for a seasoned Program Manager.  The right candidate will provide contract Project Management: Direct delivery of IT systems support and other services through government contracts. Projects addressing both scientific and IT requirements. The Program Manager will manage the portfolio of NOAA IT projects for ESRL, OCIO, NWAVE, and other NOAA project groups.   Below are the requirements: 

Essential Duties and Responsibilities:

  • In cooperation with NOAA COR and Task Managers, plan, coordinate and implement IT systems engineering, systems administration, Network engineering and administration and technical support according to specifications and deadlines.
  • Define the scope of the projects in collaboration with leadership, clients and stakeholders.
  • Determine the resources required to complete the projects.
  • Manage meetings and communications with clients, stakeholders, project contributors and project manager.
  • Develop forms and records to document project activities and related information.
  • Assure execution of projects according to project plans.
  • Monitor the progress of the projects and make adjustments as necessary to ensure successful completion.
  • Assist with review of quality of the work completed with the project teams on a regular basis to ensure that they meet project standards
  • Supervise personnel and manage all functions i.e. recruit, fire, review discipline, terminate
  • Manage contract functions,  assure compliance and QA, administer budget and represent contractor in review and planning meetings
  • Participate in Technical meetings and track & report on progress against commitments
  • Assure timely and accurate processing of subcontractor invoicing and timely & accurate invoicing to the government
  • Provide Program Management of CSG contracts for NOAA Boulder.
  • Primary contract liaison with Contracting Officers and CORs for contract providing IT and other services.
  • Assure On-Time, quality-controlled services and products to meet customer requirements
  • Manage up to 100 employees and subcontractors, including up to 60 direct reports
  • Recruit, orient, review performance, and perform all other staff development functions
  • Identify critical customer needs and successfully present the cost effective solutions to customer
  • Maintain high quality recruiting standards
  • Manage the transitions of employees from other contracts to CSG contract
  • Maintain low employee turnover
  • Empower staff to seek and put into place innovative products and processes.
  • Facilitate technical training and conference attendance for staff
  • Perform other job-related duties as required

Supervisory/Management Authority:

  • Lead multiple project managers by providing leadership for employee through effective communication, coaching, training, establishing goals and developing employees and leaders.
  • Responsible for leading various project teams throughout assigned sector in various locations. 

Education and/or Experience:

  • A Bachelor of Science Degree in a closely related field is required; preferably IT or Computer Science
  • At least  eight (8) years’ experience providing IT support such as Systems Engineering and Network Engineering and Administration in scientific and/or highly technical settings
  • At least six (6) years in directly supervising technical staff in IT Systems and Network Engineering and Administration
  • At least  four (4) years’ experience managing budgets and invoicing
  • Requires experience managing technical and administrative staff in complex research environments
  • Expertise in government contract management, government customer interface, liaison with contracting officers and technical representatives, quality control, staff recruiting and management are required; preferably in a IT or highly technical environment

Knowledge, Skills and Abilities: 

  • Proficiency in the use of word processing software, spreadsheets, databases and project management tools
  • Proficiency in the use of digital engagement tools (e.g., social media and email) for public engagement purposes
  • A highly functional level of proficiency in communication; both oral & written
  • Excellent analytical, problem solving and time management skills
  • Ability to work within a team structure, collaborating closely with colleagues and operating interdependently to achieve assigned tasks
  • Ability to travel nationally to any requested location and to work remotely if required
  • Must successfully pass a drug screen and a federal background check

Work Environment:

  • Controlled climate office environment in Boulder CO.
  • Remote work from home is allowed, as required by COVID-19 or other circumstances.
