SUMMARY

Supports Cherokee Nation Management & Consulting’s client, the 375th Civil Engineer Squadron’s mission of operating and maintaining Scott AFB’s facilities and infrastructure.  Project execution support includes requirements refinement, design management, project management activities, and documenting construction.  Project Execution Engineer Technicians shall assist in the planning, design and construction of projects executed at Scott AFB.  Technicians will foster communication between 375 CES personnel, Architectural & Engineering firms, customers, construction contractors, the CNMC project delivery team, and other key stakeholders.  Interacts with key stakeholders to identify project requirements, review designs/specifications, and provide feedback to project engineers.  Communicates with project manager, other engineering technicians, client representative, contractor’s representative and others regarding the construction site, project requirements, observations and inspection requirements and results.  Conducts quality assurance reviews during construction of facilities.  Tabulate, prepare, and submit data and observations in the form of written and digital reports as work is performed for transmittal to the Project Manager.  Prepares reports of findings and provides recommendations to 375 CES personnel.  Conducts Post-Award Construction support activities by facilitating meetings, developing technical presentations, and perform enterprise business system data entry for assigned projects. Personnel will review progress and provide quality assurance/quality control of Contractor work in progress and provide recommendations to the Government throughout the project cycle.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Prepare and review construction contract SOWs referencing UFC and other code requirements
  • Prepare construction cost estimates
  • Perform pre-construction site surveys, attend regular project meetings
  • Create and maintain project folders and project package components (i.e. liquidated damages, green procurement compliance, schedules, funding documents, QA plans, etc.)
  • Observe and document site conditions, activities, and construction quality control
  • Provide clear documentation and reports of findings and project activities
  • Communicates observations and information to Project Engineer and Government Personnel
  • Participate in design comment resolution
  • Reviews project progress and schedules and provide recommendations for progress payments
  • Coordinate utility outages, permits and surveys
  • Perform independent technical and estimate review of facility project design submittals, charrette reports, and facility design standards prepared by A-E firms
  • Coordinate pre-final and final inspections for compliance with contract SOW, plans and specifications
  • Review contractor as-build drawings, research RFIs and review submittals
  • Maintain current engineering/project data for assigned projects in specified Enterprise Business System (TRIRIGA), Microsoft SharePoint, Microsoft Office or other software, as specified by Government direction
  • Coordinates and/or acts as a liaison between the Cherokee Nation client and their customers
  • Simultaneously manage multiple design & construction projects
  • Performs other job-related duties as required.

 

SUPERVISORY/MANAGEMENT AUTHORITY

Non-supervisory. Reports to Program Manager.

EDUCATION and/or EXPERIENCE

  • Construction management, engineering or architectural background is required
  • BS in engineering, architecture or construction management with 5 years’ experience as a Construction Project Manager  OR HS diploma and 10 years’ experience as a Construction Project Manager
  • Experience with design and construction of high-interest, high-visibility Air Force projects is highly desirable
  • Excellent communication skills both oral, visual and written
  • Proficiency in Microsoft Office products (Excel, Word, PowerPoint and Outlook)
  • Experience in RSMeans Cost Books required
  • Experience in GIS and NEXGEN IT (TRIRIGA) desired
  • Experience in E4Clicks and PACES desired
  • Experience with MS Project, AutoCADD, Primavera, and Visio a plus
  • Ability to read, interpret, and analyze technical designs and drawings is required
  • Ability to successfully pass drug screening and a federal background check is required

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Experience and understanding of the military design and construction process
  • Ability to simultaneously manage multiple design & construction projects
  • Ability to work independently with minimal supervision

 

WORK ENVIRONMENT

  • The majority of work is technical in nature and conducted in a climate-controlled office environment.
  • Daily project site surveys and construction site visits will be required
