The mission of the United States Air Force (AF) is to fly, fight, and win in air, space, and cyberspace domains. The AF/A4C aims to effectively optimize resource allocation and Civil Engineering (CE) programs while modernizing and recapitalizing installation infrastructure, protecting installation from mission degradation, and executing sustainment programs.  The successful candidate will assist Air Force Civil Engineers coordinate, consolidate, develop, and maintain Strategy and Future Concepts governance, programmatic documents, action plan recommendations, task and inquiry responses, and issue resolution action plans.



Includes the following (Other duties may be assigned):


  • Develop, maintain, and execute strategic initiatives, concepts and planning documents for the standup of US SPACE FORCE under AF/A4CP program management oversight.  
  • Develop, review and provide recommendations to strategic documents such as the Program Approval Document (PAD) and Programming Plan (PPlan) for the standup of US SPACE FORCE.
  • Provide detailed updates to leadership and stakeholders by participating in meetings/forums and coordinating, consolidating, developing and delivering/presenting associated meeting materials (e.g. slides, after action reports, minutes).
  • Engage, coordinate, and collaborate with AF/A4, SF/S4, SAF/IE, OSD, AFISMC, Agile Combat support community and other strategic partners ensuring continuity of efforts, operations, plans and programs are current and align.
  • Analyze data, develop reports, and present findings to AF/A4C staff, Shared Tables, Integrated Project Team (IPT) members, General Officer Steering Group members, or other involved stakeholders, as appropriate. 
  • Lead and facilitate IPTs through group planning activities and table top exercises.
  • Develop guidance and provide program oversight recommendations to CE enterprise users on execution and implementation of programs and changes associate with the stand up of US SPACE FORCE.  
  • Provide technical analysis and support for development of AF strategic goals, objectives, and sub-objectives associated with PAD and PPlan tasks.

  • A Bachelor’s degree in engineering
  • Ten years of experience with a broad knowledge of AF and DoD corporate processes
  • Substantial knowledge of CE mission areas   
  • Higher headquarters level staff experience (MAJCOM (or equivalent) or above)
  • Experience within the Air Force (former military (O-5/O-6) or DOD civilian (GS14-GS15) is desired
  • Experience with PAD/PPlan development and/or implementation is highly desired



  • Operational Experience with CE and AF Mission Support mission areas
  • Broad expertise in reviewing/implementing strategies, processes, policies and programs related to CE mission areas
  • Active Secret, or higher, security clearance is required
  • Ability to communicate effectively both orally and in writing
  • Ability to comfortably interact with senior level government and contractor personnel
  • Exceptional soft skills to coordinate and collaborate across multiple offices
  • Ability to engage with senior military and civilian positions daily in a remote capacity
  • Excellent organizational and critical thinking skills
  • Ability to manage multiple tasks concurrently
  • Proficiency with Microsoft Word, PowerPoint, Excel, and Outlook
  • Requires a Common Access Card (CAC) or the ability to obtain one through a federal investigation.
