NOAA Office of the Chief Information Officer and High-Performance Computing and Communications (OCIO). The OCIO/HPCC is responsible for all NOAA information and information technology (IT) resources. NOAA has a $1.3B annual IT Portfolio Investment budget, larger than all but four other non-defense bureaus.

The OCIO provides mission-essential enterprise-wide IT services such as email, calendar, web hosting, administrative computing, networking, security monitoring, and security incident response. Through the NOAA HPCC program, the office ensures cost-effective, enterprise-wide supercomputing support to NOAA’s research and forecasting missions.

CSG is looking for a System Engineer I that will function as the IT Billing Analyst supporting NOAA-OCIO.   The candidate will provide a high-level cost savings analysis.  Below are the requirements:

Essential Duties and Responsibilities:

  • Identify cost savings through the identification of unused wireless devices
  • Process direct billing invoices and  invoice exception resolution as needed
  • Provide Communication company related reports/inquiries, Quarterly Wireless Device data reports to include wireless contract change processing, monitor the funds available for service and equipment, periodically report to and consult with the NOAA POC for best use and yearly quote renewals obtained/processed
  • Ordering – Front end verification of accounting codes and the presence of the necessary data and documentation for new orders (37-1’s)
  • Maintain the 37-1 database which contains ordering/accounting code data
  • Lead on communication provider teleconferencing services
  • Obtain front end billing information, open new teleconferencing accounts and update existing ones
  • Monitor commercial communications order notices for: inclusion of all expected items/CLINs and inform the vendor of corrections needed and follow through to resolution
  • Respond to inquiries, both billing and informational, with research and analysis while learning the many nuances of each request as they are completed.
  • Provide reports on resolutions

Supervisory/Management Authority: 

  • This position does not have management authority or supervisory capacity

Education and/or Experience:

  • A bachelor’s degree or an associate’s degree in a closely related field is highly desired
  • A high school diploma is required
  • Must have two (2) to four (4) years of relevant work experience; preferably in a federal government setting
  • Experience with federal financial databases and software is a plus

Knowledge, Skills and Abilities: 

  • Working knowledge with: Processing direct billing invoices, Invoice exception resolution, Data reporting, Quote renewals and Accounting code verification and management
  • Proficient with MS Office Suite as well as other accounting or financial databases for data management and producing reports
  • Excellent, attention to detail,  problem solving and communication skills; both oral & written
  • The ability to successfully pass a federal background check and a drug screen is required

Work Environment: 

  • This position is at a secured federal office setting in a controlled office environment
